PACT Update:
Police continue to be out with the Hand Held Radar in Main Road Maddiston with numerous motorists warned re their speed.
Emerging Threats / Proposed PACT Priorities:
Speeding motorists in Main Road Maddiston will continue to be targeted.
New Community Officer in the Braes. PC Liz Hendry is joining the Community Team in February having responsibility for Wallacestone and Reddingmuirhead. Liz has previously worked in the Grangemouth Area Command as a Response Officer.

Alistair Shaw: Development Plan Co-ordinator from Falkirk Council Development Services presented an outline of the Local Development Plan for 2014 to 2024 to the meeting.
The General view of the meeting is that
- Maddiston lacks facilities in relation to its size and projected growth. Infrastructure is the greatest concern about future growth, and there is a feeling that recent growth has not delivered an improvement in facilities, notwithstanding the building of the new school.
- The school is at capacity, particularly nursery provision, as is the health centre. The community centre is too small to meet demand for activities and could be expanded.
- Frustration that Maddiston is viewed as being part of the Polmont area and that all facilities provided in a single location in Polmont itself (health centre, sports centre and library), which is some distance from Maddiston.
- Developer present raised potential for securing community facilities through significant, co-ordinated growth. Need for community to engage with Council and developer to identify priorities.
- There is enough social housing in Maddiston and this is not seen as a priority compared with facilities.
- Concern that developer facilities might be spent out with the area.
- Question asked as to whether children from the suggested Sunnyside road site would go to Maddiston Primary.

MATTERS ARISING
1. Policing
PC Hutchison presented the annual police report as attached.
Twelve vehicles were damaged in St. Catherine’s on the 10th February. Two young boys have been identified for this.
A house was vandalised in Lawson place.
Hand held radar is being used in the area. Four or Five warnings were given but no fix penalty fines made. Traffic diversion through Maddiston from A801 on the 9th, 10th and 11th March will be monitored.
Youths have been asking adults to purchase alcohol for them from the local shops. Shop workers have been informed and will make PC Hutchison aware of any incidents.
A local has been warned about selling scrap from their back garden.
2. Planning Applications
Terry Walker: Managing Director of Ecosse Regeneration give a presentation of an alternative to Falkirk Councils Development Plan. A regeneration project in Whitburn where Ecosse Regeneration’s consultion with the community met with approval from all parties and no objections to any of the plans were registered. Infrastructure for business and roads are to be put in place before new housing developments. After a retail impact assessment completed by Lothian Council it was discovered 79p in every £1 was leaving the area. Whitburn now has a supermarket and Tesco will be opening in June allowing the creation of employment and keep money in the local area.
Ecosse Regeneration wants to create job opportunities for locals and provide affordable housing through shared equity mortgages instead of more social housing in Maddiston. The plans for this development (attached) were submitted to Falkirk Council sixteen years ago but were not presented for discussion. Ecosse Regeneration will be objecting to Falkirk Councils Local Development Plan to allow for a Public enquiry as they have not been given the opportunity to consult with the community. They consider there is a need to create a balanced community with good education, health care facilities and green space. Local Councillors were supportive of this type of growth in this area.
Planning application will be viewed to find out what the changes are.
Planning application received from Vodaphone/Telefonica for the installation of a ground level cabinet within the existing compound

Planning application received for disabled parking space at 11 Chrisella Terrace, Maddiston.
No objections
3. Local Developement Plan
Letters of concern were sent regarding the Local Development Plan and the impact for this area.
4. Roads
The road outside the local shops has several very large pot holes due to burst pipe under the tarmac. This has been reported to FixMy Street and Local Councillor.
The lay-by at Family Centre has also been reported as in need of repair.
5. Craigend Recycling Works
A letter was sent to Falkirk Council regarding concerns raised about the recycling works, raising the issues:
1. The site was not secure and although the boundary fence has holes in it we accessed the site by an unlocked gate.
2. Stacked on the site is paper, timber and plastics and a number of gas cylinders which would all be inflammable.
3. Other materials such as returnable glass bottles, used motor tyres and used shotgun cartridges were to be found in piles on the site.
4. The remains of processed building waste with apparently no commercial value were also piled here.
5. The old factory buildings are in a poor state, the asbestos roof is broken and certain of the buildings are open to the elements.
The site should be examined both for health and safety as well as environmental grounds because it poses a risk to the local area on the grounds of fire risk,an unstable factory building and improper use. Furthermore it will attract youngsters who will believe this is a wonderful playground ignoring or obvious to the potential risks.
Finally the site should not be used again by any contractor until the vehicle wheel wash is installed, this was a condition laid down by the Falkirk Council for the original consent for a building waste material recycling plant.
Awaiting a response to the letter.
5. National Spring Clean
It was decided that The Community Council would organise a Spring Clean for the area and would like to involve the school.
Secretary will letter the school inviting them to take part in this.

The old school is due for demolishing soon and we would like to preserve the plaque on the front.
Concerns have been raised regarding the use of lorries to transport the rubble from the old school in the area of the crossing patrols between 0830 and 0900 and from 1500 to 1520.
Secretary will write regarding this to Ian Dryden asking if it would be possible to has some restrictions at this time

Vehicles were broken into in High Road, Maddiston.
6 tickets issued for speeding in Main Road, Maddiston. 1 ticket issued for not wearing a seat belt.
2 possessions of drugs charges.
Cannabis cultivation in St. Catherine’s reported to the Procurator Fiscal.
Youths are gathering and causing damage at Parkhall Farm.
2 Assaults.
Theft of motor oil.
2 breaches of the peace.
Police continuing with Hand Held Radar in Main Road, Maddiston due to numerous complaints from residents.

Planning permission in principle received for Development of Land for 18 Holiday Lodges and Associated Car Parking. Access Road and Landscaping. Land To The North West of Almondhall Farm. Falkirk. ( Land Options (West) Ltd

3. Local Draft Plan Presentation
A response has been received from Cllr.Craig Martin regarding Maddiston Community Council’s concerns regarding the new Local Plan.
The meeting was informed that after the summer break the Council will review the Local Plan and it may be put back out to consultation.
Secretary will respond to this correspondence
4. Roads
The speed sign on the Main Road is still not working. Cllr McLuckie will chase up the repair of the sign.
The statistics for the traffic at the Pharmacy in St Catherine’s have been received. The data is complicated and requires an explanation.
Secretary will invite Roads Manager to attend a meeting to discuss the statistics and implications.
The problem with buses not using the terminus persists. Police have asked the drivers to use the Fire Station car park instead of the road to prevent obstruction of traffic.

Following the compulsory Purchase of land between the Redrow and Barrat housing estates a safe route to school will be completed within the next few months. £30 000 has been spent on improvements to Muiravonside Park. A proposal for provision of allotments in the area will be prepared. The possibility of turning the land at the corner of Vellore Road and Main Road into a sensory garden will be looked into.

No response from Fire Headquarters regarding bad weather car parking.
No response from Health Board regarding health provision in the area.
4. Community Garden
Land on Main Road, Maddiston proposed in the last Local plans for Community use to be considered for a community sensory garden. The problems are maintenance and it is considered a low maintenance garden is required. Corporate development deal with maintenance and need to be consulted as to whether or not this will be a burden. Will the local children be involved in the process? A garden in Culross which was set up within the community was well planned, involved the school and community and publicised their intentions. They involved the Community Woodland Trust.
An organisation needs to be set up to obtain grants and to find out who the land belongs to. If seating is included would this lead to antisocial behaviour? The design must be appealing to everyone. A plan needs to be set out on paper. Established trees are better than young trees.
Frank McChord will work with Suzanne Woods and Cllr Hughes will try to get the Elderly residents involved.
There will be a meeting in situ on Wednesday 16th May at 2pm. JW will look at the site, Suzanne Wood will look at organisations that could help, Mike Joyce might be available to attend and DM will speak to the owner of the local garden centre.
5. Allotments
Although no interest shown in allotments at present, the idea needs to be sold. More advertising needs to be done through the Community Centre, School bag drop, Old Folk’s association, etc.
6. Demolition of School
Restrictions to access arrangements have been agreed. No lorries using the school entrance between 08.30 and 09.10 and again between 14.45 and15.15.
All lettered stone from the front of the school will be saved.
The head teacher says plans are in place to commemorate the old school.
7. Safe Route to School
Residents in Redrow houses objecting to the Compulsory Purchase Order. Cllr Hughes will try to find out what is happening with this.

The local history group has applied to the Heritage Lottery Fund for £20 000 to publish a book and DVD about Maddiston History. They intend to put out questionnaires regarding agriculture, recreation, education, etc. This is to go to the whole of Muiravonside Parish and will start in August and finish in April/May 2015. He has spoken to the headteacher and she is supporting the initiative. A fixed exhibition would be considered.
Maddiston Community Centre Management Committee are holding their AGM on 26th June 2012 at 18.00
Water is on the road at the Nursery. JW will raise this with the Roads Dept.
JW raised the issues of Slamannan having 2 doctors visiting per week while Maddiston has none. Why Maddiston is classed with Polmont and suggested that there is a need for separation. Cllr Hughes will letter the Planning Dept. to get further information on this.
Standburn and Avonbridge Community Council would like to meet with Maddiston Community Council. They meet on the second Thursday of the month.
Craigend Recycling Works want to process waste meat on the site. No formal requests have been made to the Council regarding change of use. Enforcement officers encouraging the removal of gas cylinders from the site.

Standburn and Avonbridge Community Council would like to meet with Maddiston Community Council. They meet on the second Thursday of the month.
Craigend Recycling Works want to process waste meat on the site. No formal requests have been made to the Council regarding change of use. Enforcement officers encouraging the removal of gas cylinders from the site.

1. Policing
Polmont Golf Club was broken into, enquiries are ongoing.
Two attempted house breakings.
Vandalism to the Salvation Army Hall, a youth has been reported to the children’s panel.
Road Traffic Offence charges have been issued for seatbelt and mobile phone offences.
Individuals have been charged with having no insurance.
Two incidents of driving away from the petrol station without paying have been recorded.
Local shopkeepers have been asked to be aware of adults purchasing alcohol for minors.
Parking issues at the school have improved with the introduction of cones in front of the
entrance to the old school.
Hand held radar will be reintroduced in the Main Street to deal with the increase in traffic due to the bridge repairs at Vellore Road.
A new “interventions scheme” is available to allow offenders to “ put back” into the local community. Contact P.C. Hutchison via e-mail with any suggestions of small community based jobs required.
Braes High School has introduced a Community Police Officer as part of there support for learning.
A “Prison Watch” scheme has been introduced in the local area, asking residents to report anything suspicious around Polmont prison to help to tackle drug and other problems inside the prison. Leaflets available.

Cllr Rosie Murray has raised this with the Chief Fire Officer who has agreed to this in principle. The expense of clearing the area needs to be met be the local authority. Paul Thomson, Roads Manager will be contacted to discuss this.
2. Improving medical services in the area
A letter of response was sent from the Health Board several months previously but was not received by the committee due to it being wrongly addressed. A copy of this letter was read to the committee. Specific issues have not been addressed in the letter. The problem of increase in population without increase in medical facilities remains unanswered. The issues raised through the committee are to be put on the agenda of the next Community Health Partnership Board meeting. It was suggested that the committee evidence the health provision issues in the area to improve the argument for additional services. Provision of a baby clinic would be considered a priority. All three local elected members gave their support to this matter
3. Local development
The Local Development Plan newsletter did not register any objections for the Maddiston area. It was recognised that the committee did not object to the substance of the planned development but to the lack of infrastructure around the development. It was also recognised that while Ecosse Regeneration presented an alternative plan to the committee, with emphasis on infrastructure, this plan was not taken to the public or presented as an alternative. Persimmon Homes are to install two play areas and a MUGA within the Barrat/ Persimmon development however residents are concerned that these facilities, which are for the use of all local residents, are to be maintained and repaired at the expense of those living within this estate. A question was raised regarding responsibility for Health and Safety. Concern was expressed regarding the change to planning permission for Persimmon Homes to allow an extra 26 houses on the site. This permission was granted due to the economic downturn to create more affordable properties.
4. Education
The committee do not consider that the community school is being used as an asset to the community. Cllr. Rosie Murray will look into this but it has been suggested that this because there is no janitor available to cover outside school hours and also the school is cleaned in the evening. The lack of space within the school remains an issue with the committee. The GP room has been converted into two class rooms but the problem remains of the excessive temperatures in these rooms. It is considered that the continued development within the area will exacerbate the situation. The committee have had conflicting information regarding this situation. More information regarding the present school role and future predictions regarding school intake is needed.
5. Safe route to school
The path is still not completed from the Redrow Estate to the Barrat estate to prevent children having to walk along a main road. A CPO was made in February. Legalities are holding up the process.

The wall at the bottom of California Road is in need of repair. Trees to the rear of Seaview Terrace are interfering with the phone lines and need cut back.

Two thefts reported in the area.
Two incidents of breach of the peace reported, a young person has been reported to the Children’s Panel.
A bin was set on fire outside the Mini Market, a youth has been reported to the Procurator Fiscal.
Vandalism occurred in Nicollton Court.
Traffic Police issued two tickets for speeding.
Hand held radar being used on Main Road.
A Speed Board will be used in the area by Community Wardens. *
Inquiries on-going regarding cannabis cultivation in the area.
Mini-motos reported in Fairways, Murray Crescent and Windsor Crescent,
No complaints of underage alcohol purchase.

KS has agreed to be Community Council representative on Maddiston Primary School Parent Council. Information regarding the number of children on the school role and how the issue of the high temperature in the GP was tackled has been requested.
The Local Development plan has indicated that the school may have to be expanded to accommodate the expanding community. The Committee would like an addition of a community space to be included in these plans. This space should ideally be available during the day for the use of community groups and needs to be accessed separately from the teaching areas.
Use of the school by community groups at is present restricted by lack of janitorial cover.
5. Safe route to school
Cllr. Rosie Murray has raised the issue of the length of time taken to complete the safe route to school between Redrow housing estate and Barrat estate.
The Committee are concerned that the new housing development on the site of the old school playing fields will eradicate the already established safe route to school. Julie Cole: Safe Route to School officer will be contacted to ask for support with this.
6. Christmas Tree and Carol Concert
Falkirk Council has agreed in principal to providing a Christmas tree and lights in the school grounds. Alan Wylie: Risk Assessment Officer needs to be contacted to take the project forward. A letting application needs to be made to the school.
Commitment has been made by Salvation Army musicians, Rev. Louise St. Clements, Caledonian Choir, Polmont Choir and Maddiston Primary School to support this project. Maddiston Evangelical Church has been invited to participate. Awaiting response at this time.
A provisional date has been set for 14th December 2012.
7. Community Garden
A meeting on Wednesday 26th September with Frank McChord resulted in a change of venue for the garden project. Falkirk Council advised that the original site may be used for a Health Centre or a Library. The site now being sought is Valley Park, Maddiston.
The plans for the garden will now require amended to fit with the different requirements of the area.
8. Communications
An effort will be made to raise the profile of the Community Council by upgrading the existing website through the purchase of a domain name to allow information to be available via the internet. Updates of the progress of on-going work will be sent to the Falkirk Herald every week.

The raised flower bed on California Road has been repaired.
Falkirk Council is doing a land search to find who is responsible for the trees causing problems to the rear of Seaview Terrace.

Hand held radar caught two incidents of speeding in the Main Street and the mobile speed board recorded a speed of 48mph. Hand held radar will continue to be used in the area.

One incident of domestic violence was reported; one person charged and reported to the Procurator Fiscal.
An attempted break in was reported at Bowhouse Farm.
Maddiston Primary School Nursery’s storage shed was broken into. Nothing was taken.
Two bogus workmen were caught in the area of Bethesta Grove. Both were charged with operating without a licence.
Information from the public led to the seizure of £800 of illegal drugs. Two people were charged.
Problems reported regarding mini motos and quad bikes.
There will be a speed restriction on A801 at Vellore Road overbridge from 01/11/12 – 05/11/12
The meeting were requested to report any illegal bonfires in the area.

1 Presentation from Kenny Gillespie; Property and Assets Manager Housing Division: Heating In Local Authority Housing
Kenny Gillespie informed the meeting that Falkirk Council were at present in negotiations with the Scottish Gas Network regarding the cost of installing gas pipes to the gas desert areas of Maddiston. It is considered that there will be nine new gas mains in Maddiston by 2015. The cost will be around £3700 per system.
It is hoped a small pilot scheme will take place as to the efficiency of solar panels on local authority houses.
2. Community Garden
After a meeting with Heath Brown, a garden community garden expert. His advice was to create a community growing space alongside the garden project. Scottish Government has produced a substantial guide regarding the setting up of Community Growing Spaces. A copy of this document has been requested.
3. Winter Car Parking Facilities
Cllr Rosie Murray is at present dealing with this matter. Secretary will contact Cllr. Murray regarding this matter
4. Improving medical services in the area
Vice Convenor and Secretary spoke with Angus MacDonald MSP regarding this matter. Angus MacDonald gave his support to getting improved health facilities in the Maddiston area. A meeting has been requested with Forth Valley Community Health Partnership. Awaiting response.

Falkirk Council will install a 15ft tree and an electrical supply for lights. One set of lights will be provided by Falkirk Council and Maddiston Community Council will purchase another set at the cost of £300. The tree will be lit on the evening of the Carol Service and it was decided that Maddiston School would be asked if any of the children from the Time Zone would be available to put on the lights. Another meeting will take place on Thursday 8th November to firm up all details of the concert
6. First Buses
The issue of buses parking on the road from the Bowhouse roundabout has again been raised. Since Falkirk Council subsidise the bus company it has been decided to involve the Council to try to resolve this problem.

Two breaches of the peace reported.
Two people reported for breaking into garages on the building site at the school and stealing lead and copper cable. One has been reported to the Children’s Panel and one reported to the Procurator Fiscal.
An outbuilding belonging to the Golf Club was broken into and 2 strimmers stolen.
Two people were caught climbing over the school fence and reported.
One incident of domestic violence.
Two drugs warrants lead to £600 worth of drugs, £20 000 in cash and 18 cannabis plants being seized in the village.
PACT has recognised illegal parking as a major problem for this area.
PC. Gordon Hutchison has been transferred to the Braes High School as part of a new Police in school initiative. He will continue to work in this area some weekends as part of this initiative. The Community Council are sorry to lose PC. Hutchison as a close working relationship has been formed with him and he was an excellent Community Officer. The committee wished him well in his new post.
PRESENTATION BY FRANK MCCHORD; COMMUNITY PLANNING OFFICER.
Frank McChord gave a brief overview of his role of Community Planning Officer and described what part he was going to play in creating a community driven action plan for Maddiston.
Falkirk Council has an action plan for the whole of the Falkirk area which covers
Planning application P/12/0694/MSC. Construction of 50 Metre ICD Roundabout on A801. Land to the North West of Almondhall Farm, Falkirk.
It is considered by the Committee that this application will lead to problems as this road was designed to take heavy vehicles away from the centre of the village and provide a safe an efficient means to access the motorway. The installation of this roundabout will hinder the smooth flow of traffic and reduce the efficiency of this stretch of road.
An objection to this application will be made.
OUTSTANDING ISSUES
1. Using Fire Station car park in extreme weather conditions.
The Chief Fire Officer has agreed to the land to the rear of the Fire Station being used as an emergency car park in extreme weather conditions. Residents will have to clear the area and the local authority can provide grit. Temporary signage will be required.
Cllr. Murray has put this case to Director Rhona Geisler; Development Services and will inform the Committee when a decision has been reached. The local paper will be asked to publicise the initiative.
2. Improving medical services in the area
Members of the Committee will meet with Forth Valley Community Health Partnership on Tuesday 8th January 2012 to put forward ideas for an improvement in the provision of health care in this area. Cllrs Rosie Murray and Gordon Hughes will attend the meeting to support these proposals
3. Local development.
Building work is to commence on the site of the old primary school. Given the position of the entrance to the site is at the point of the school crossing patrol, it is considered necessary to apply for restrictions between 8.15am and 9.15am and again from 2.45pm and 3.30pm.
4. Education.
Several new issues were raised regarding the school.
Not enough grit in the school to ensure all the entrances are functional in bad weather
The cost of using the all-weather sports facility is prohibitive.
There is no shelter available to the children during bad weather.
There is no playing field for sports days or games.
These matters will be looked into by the committee.
5. Christmas Tree and Carol Concert.
Donations have been made by the Mini Market, Chilli Cottage, Maddiston Inn and an individual who would like to remain anonymous to help to fund the carol concert. Tesco donated a £10 gift card to help with the purchase of refreshments for the event.
Giggles Toddler group have asked to hold a tombola stall at the event to raise money for their group. This was agreed.
Maddiston Community Centre Management Committee will serve the refreshments after the concert.
A donation box will be available for anyone who would like contribute. Any money collected will be distributed to local groups.
6. Community Garden.
Quotes for all materials required will be requested from two separate sources to be included with all funding applications.
At a recent open day in the Community Centre, questionnaires showed community support for this project.
7. First Buses
The issue of Maddiston zoning and fares was raised. As Falkirk Council subsidise some routes in this area, it was considered that perhaps the unfairness of Maddiston being outside the less expensive zone, resulting in higher fares in the area should be challenged.
8. Traffic
A petition regarding the introduction of a crossing in the Main Street at the Post Office has been started by Maddiston Old Folk’s Hall Committee. It was decided that the results of the traffic surveys done over the past year would be requested to establish the necessity for a crossing in the area. Maddiston Community Council would like to give their support to this initiative.
It was also raised that there are very few dropped kerbs in the village making it very difficult for wheelchair users.
AOB
1. It has been reported that the smell from Avondale waste disposal site is affecting the Community Centre. The meeting was informed that this was being dealt with and the smell was to be eradicated in the near future.
2. A request was made for a litter pick in the spring.
3. Since the village has increased by 150% since the Community Centre was built, it is considered that it is no longer adequate to serve the community.
4. After recent flooding in Maddiston, the public wished to know how often the drains are cleared of silt as this appears to be the cause of the floods.

It has been recognised that individual communities have differing requirements in these matters and Frank will work with this community to assess the short, medium and long term individual needs of this area to create a localised action plan.
