Minutes of the meeting of Maddiston Community Council held in Maddiston Community Centre on Thursday 10 January 2013

MATTERS ARISING
Policing
The new area officer PC. Gillian Gracie addressed the meeting.
15 crimes were reported this month.
5 road traffic offences.
2 vandalisms, one to a door and one to a car.
3 breach of the peace, all domestic
1 petrol drive off at Bowhouse petrol station.
1 theft of a motor vehicle.
1 theft of money.
2 drug turns. One retrieved £7000 of cannabis and one £20 000 of class A, B and C drugs. These were as a direct result of public information and PC.

Frank McChord offered up a short sample questionnaire for the community engagement project. A plan is needed to access the opinions of as many members of the local community as possible to see what is required in the area. Frank will try to see if a budget is available to pay local people to deliver and collect the forms on a door to door basis. The Post Office, Pub, School, Mini Market and the Pharmacy are areas where quite a few people can be targeted for their views. A short simple “two stars and a wish” type paper will be made up for the school children to get their opinion on what the area needs. Separate questionnaires will be made up to survey the stakeholder groups and will be tested at the local history group. Information regarding the consultation will be put in the Falkirk Herald and it is hoped to start the surveys at the end of February.
PLANNING APPLICATIONS
Applications were made for Parking Spaces for Disabled Person’s Vehicles in Abercairney Crescent and Winsor Crescent. No objections raised.
Notice was given of a temporary speed restriction on the A801 in the vicinity of Vellore Road overbridge.

1. Using Fire Station car park in extreme weather conditions.
An email was received from Cllr. Rosie Murray informing the meeting that resources are not available to clear a route to the skid pan at the Fire Station to use this area as an emergency car park in the case of bad weather.

Documents were presented by members of Maddiston Community Council to the members of the Falkirk Community Health Partnership stating the case for improved medical facilities in the Maddiston and Rumford area. The arguments for consideration were:

Restrictions are to be placed on heavy vehicles concerned in the new housing development on the site of the old school between 8.20 till 9.10 and 14.50 till 15.40 to allow children safe travel to school.
4. Education.
The Education Authority is to be contacted regarding the cost of hiring the all-weather pitch at Maddiston School and also to find out if it is available as a “Community” building.
It is considered that the facilities are inadequate at the school and the lack of outdoor space is a restriction on the children’s exercise opportunity. A lack of playing field and space prevents proper sports days and prohibits attendance by parents.
4. Community Garden and Growing Area.
A meeting of the subcommittee will be scheduled for the first week in February.
5. Traffic.
A letter from Falkirk Council regarding dropping kerbs suggested that the CC collect the addresses of wheelchair user’s and the routes used by them to look at the possibility of dropping kerbs in specific area.
A traffic survey will be undertaken be CC members on 21st January at the Post Office to gather some statistics about the frequency of traffic in this area.
6. Litter Pick.
A community litter pick will be arranged for March.
7. Communication.
A monthly newsletter will be compiled and printed by the CC with input from local community groups.

The meeting was asked why the price of hire of the Community hall had doubled in a year and were informed that the cost now covered paying a caretaker as this had previously been done by volunteers.

1 assault with snowballs at Maddiston Mini Market.
1 assault in the grounds of Maddiston Primary School.
51 calls to Maddiston Police reporting youth disorder, drugs and traffic issues.
PC. Gracie reported that a known itinerant has been seen in the area looking for food in people’s bins. He wears a high visibility jacket and has a scruffy appearance. If he is seen in the village, she would like it to be reported to the Police.
The PACT (Police and Community Together) priority for the area is youth disorder especially around the Mini Market.
Members of the public made PC Gracie aware of concerns with speeding lorries from the Parkhall drive building site and issues with double parking at the Pharmacy leading an impaired view for traffic on the Main Road.
COMMUNITY ENGAGEMENT
The Community Action Plan will in the first instance include gathering facts, figures and views about Maddiston/Rumford to develop a clear set of priorities for the community over the next 3-5 years.
Individuals, groups and stakeholders will be surveyed and the results analysed to prioritise the needs of the local area and compile and publish a report which can be monitored and evaluated.
Maddiston Community Council will oversee the formulation of the plan assisted by the Community Learning and Development Staff. A sub-group has been set up and will meet on Tuesday 12th February at 14.30 in the Community Centre. Invitations will be sent to other organisations asking for representatives to participate in the project. The timescale for the community consultation will be March to August and a budget of £3000 has been agreed.
PLANNING APPLICATIONS
An application was made for Listed Building Consent for Extension to Dwellinghouse, Alteration to External Door to Form Window and Installation of Satellite Dish (Retrospective) Location: Vellore House, Vellore Road, Maddiston.
No comments were made.

No response has been received to correspondence sent to Falkirk Council regarding this matter. The Chief Fire Officer has granted permission for the community to clear the skid pad area and use it as a bad weather parking area. In view of the problems faced by motorists this week due to snowfall and road conditions it is considered imperative to publicise this and find a means of sign posting the area to allow the Main Road to be kept free flowing during bad weather.
2. Improving medical services in the area.
Kathy O’Neil: General Manager CHPs contacted the Community Council regarding the meeting on 8th January 2013. An agreement has been reached that we will productively develop together in the short term, focusing on young people, older people and inequalities/Areas of Deprivation. A meeting with Ruth Astbury; CHP, representatives of the toddler group, Suzanne Wood; Community Development and Education officer and a member of the Community Council will be arranged to explore how to better work with the toddler group using facilities of the Community Centre.
Opportunities will be considered to try to improve services for older people and linked to the Government initiative “Re-shaping Care for Older People”.
Local residents, particularly those in the most deprived areas of Maddiston and Rumford will be given the opportunity to engage with the Health Authority to allow a better understanding of issues and concerns in this area.
3. Local development.
Initial problems with the contractors working on the Parkhall Drive site not adhering to the heavy vehicle restrictions have been addressed.
As the “safe route to school” path has been closed and all children from the south side of the village now have to travel to school along the Main Road, the Community Council will investigate the possibility of creating an alternative route away from the Main Road while building works are on-going. Cllr. Murray is still looking into the possibility of installing a barrier on the Main Street.
4. Education.
After consultation with the local Education Authority, the possibility of creating a community room within Maddiston School at this time is not viable, however if the school requires an extension due to overcrowding at some point in the future, a community area for the use of Maddiston Community will be requested.
Concerns have been raised regarding insufficient toilets for the number of pupils and nursery children attending the school.
4. Community Garden and Growing Area.
Written quotes for all work will be obtained.
5. Traffic.
A request will be made for a traffic survey at Maddiston Post Office..
6. Litter Pick.
A community litter pick is being arranged for March 17th2013.
7. Communication.
Business cards will be printed with details of contact numbers and email addresses of Maddiston Community Council to encourage community involvement

The Evangelical Church wish to start a food bank in the area, the Community Council would like to support this initiative.
The Community Council would like to work on promoting the Credit Union with local residents.
Cllr. Hughes will provide contact details for a representative of Scottish Water and will request an update from Kenny Gillespie on the installation of gas in some areas of Maddiston.

PC. Gillian Gracie addressed the meeting.
The PACT initiative for this month is dealing with illegal use of mini moto bikes. A zero tolerance tactic will be enforced in an attempt to curb this problem.
11 crimes were reported:
5 road traffic offences.
1 breach of the peace.
1 theft by opening lockfast place and stealing a motor bike. As yet undetected.
2 familial assaults.
1 theft of a motor vehicle as the result of a civil dispute.
57 calls were received from the area.
1 youth disorder.
7 minor road traffic offences.
7 disturbances.
1 window broken.
2 thefts; one motor vehicle and one theft of alloy wheels.
1 sudden death.
Stolen property recovered from a house in the area.
Remaining calls were for assistance.
Bogus workmen were reported in the Rumford area.
Members of the public raised issues concerning problems faced by residents of Craigs Way, Rumford. The area has suffered theft of motor vehicles and property on a regular basis. There is also a problem with vandalism, drug dealing and disorder from people using the lane from the Main Street into the estate. A petition is being signed by the residents to ask for the lane to be closed and replace it with the opening of the safe routes to school path.
Cllr. Murray updated the meeting on the progress of the opening of this path. Four of the five land owners of this area have agreed to the opening this path. One landowner is still being negotiated with.
The residents also have problems with people parking to collect children from school.
P.C. Gracie told the meeting that not all of the issues have been reported and to report all problems on the new 101 phone number where they would be logged and the size of the problem recognised.
PRESENTATION BY YOLIYA LOUTENSKA ; CENTRAL SCOTLAND EQUALITY COUNCIL.
Central Scotland Equality Council would like to work with this community to tackle sectarianism from the bottom up by working with children in the area. The work would allow the community to explore problems particular to this area. Central Scotland Equality Council will support the community to try to tackle the problem through various means including giving training, helping to set up activist and drama groups. It is hoped they will work with the youth club and local school children. Scottish Government is keen on the initiative and it is hoped funding for the project will continue. Maddiston Community Council would like to offer support for this initiative
PLANNING APPLICATIONS
No new planning applications.
OUTSTANDING ISSUES
1. Improving medical services in the area.
Talks are on-going with the local Health Authority to meet and discuss having health visitors working from the Community Centre.
2. Local development.
Cllr. Hughes informed the meeting that at the recent discussions of the Local Development Plan he raised objection to development of site H46 on the plan. Cllr. McLuckie gave a counter argument for this proposal. Council voted with Cllr. McLuckie. Maddiston Community Council has stated that infrastructure was a key theme for local communities and their main concern is that physical and community infrastructure, especially capacity in schools, roads, health care and sewerage
provision, has not kept pace with housing growth, and that additional growth will only
exacerbate existing problems.
The LDP is still to be opened to public consultation.
3. Community Action Plan.
Community consultation survey forms will continue to be collected until April when a draft summary report will be constructed with the information obtained. The survey has now been posted on www.maddistoncommunitycouncil.org and can be completed online.
Funding of £3000 for this project has been received from Falkirk Council for which the Community Council would like to thank them.
4. Water.
A meeting will be arranged with Joanna Peebles from Scottish Water to draw attention to local problems with drainage and sewerage.
A problem exists at Glendevon Drive where a pond has accrued at the rear or people properties .Falkirk Council have removed a pipe draining into this pond to try to alleviate the problem and have advised the residents to contact Barratt regarding the matter.
5. Litter Strategy
A community clean-up has been arranged for Sunday 17th March from 1pm to 4pm. Meet at the Community Centre.
6. Communications
A TWITTER account has been set up to promote the work of the Community Council. @maddistoncc

Concern has been raised about the Community Centre car park being used by parents collecting and dropping off school children and the impact on this car park on the completion of the new development at Parkhall Drive.
The issue of the inadequacy of the Community Centre to the expanding community was voiced. It is hoped that it may be possible to expand it. Cllr. Hughes will make inquiries if any written plans for a design for an extension exist.
Residents are concerned about the ever decreasing grassed areas in the area due to development.
Kenny Gillespie; Property and Assets Manager; Housing Division will be contacted to obtain an update on gas supply in the village.
Maintenance of the land adjacent to the Maddiston Inn is a cause for concern. The owner of the land will be looked into.
Cllr. Murray will find out if there are any plans to close the Fire Headquarters.

A petition is being signed by the residents to ask for the lane to be closed and replace it with the opening of the safe routes to school path.
Cllr. Murray updated the meeting on the progress of the opening of this path. Four of the five land owners of this area have agreed to the opening this path. One landowner is still being negotiated with.
The residents also have problems with people parking to collect children from school.
P.C. Gracie told the meeting that not all of the issues have been reported and to report all problems on the new 101 phone number where they would be logged and the size of the problem recognised.
PRESENTATION BY YOLIYA LOUTENSKA ; CENTRAL SCOTLAND EQUALITY COUNCIL.
Central Scotland Equality Council would like to work with this community to tackle sectarianism from the bottom up by working with children in the area. The work would allow the community to explore problems particular to this area. Central Scotland Equality Council will support the community to try to tackle the problem through various means including giving training, helping to set up activist and drama groups. It is hoped they will work with the youth club and local school children. Scottish Government is keen on the initiative and it is hoped funding for the project will continue. Maddiston Community Council would like to offer support for this initiative

OUTSTANDING ISSUES
1. Improving medical services in the area.
Talks are on-going with the local Health Authority to meet and discuss having health visitors working from the Community Centre.
2. Local development.
Cllr. Hughes informed the meeting that at the recent discussions of the Local Development Plan he raised objection to development of site H46 on the plan. Cllr. McLuckie gave a counter argument for this proposal. Council voted with Cllr. McLuckie. Maddiston Community Council has stated that infrastructure was a key theme for local communities and their main concern is that physical and community infrastructure, especially capacity in schools, roads, health care and sewerage
provision, has not kept pace with housing growth, and that additional growth will only
exacerbate existing problems.
The LDP is still to be opened to public consultation.
3. Community Action Plan.
Community consultation survey forms will continue to be collected until April when a draft summary report will be constructed with the information obtained. The survey has now been posted on www.maddistoncommunitycouncil.org and can be completed online.
Funding of £3000 for this project has been received from Falkirk Council for which the Community Council would like to thank them.
4. Water.
A meeting will be arranged with Joanna Peebles from Scottish Water to draw attention to local problems with drainage and sewerage.
A problem exists at Glendevon Drive where a pond has accrued at the rear or people properties .Falkirk Council have removed a pipe draining into this pond to try to alleviate the problem and have advised the residents to contact Barratt regarding the matter.
5. Litter Strategy
A community clean-up has been arranged for Sunday 17th March from 1pm to 4pm. Meet at the Community Centre.
6. Communications

Concern has been raised about the Community Centre car park being used by parents collecting and dropping off school children and the impact on this car park on the completion of the new development at Parkhall Drive.
The issue of the inadequacy of the Community Centre to the expanding community was voiced. It is hoped that it may be possible to expand it. Cllr. Hughes will make inquiries if any written plans for a design for an extension exist.
Residents are concerned about the ever decreasing grassed areas in the area due to development.
Kenny Gillespie; Property and Assets Manager; Housing Division will be contacted to obtain an update on gas supply in the village.
Maintenance of the land adjacent to the Maddiston Inn is a cause for concern. The owner of the land will be looked into.
Cllr. Murray will find out if there are any plans to close the Fire Headquarters.

Note was made of 3 road accidents on Vellore Road this year and questions asked regarding a reduction of the speed limit on this road.

An interim report will be produced to identify the issues and needs of this community before arranging to meet with Maureen Campbell from Falkirk Community Trust to discuss the possibility of improving the facilities in Maddiston and Rumford. Support for this project was offered by all three local councillors.

Joanne Peebles from Scottish Water will visit Maddiston Community Council on Thursday 2nd May to discuss our issues concerning water and sewage.
An invitation will be given to our neighbouring community council representatives to discuss the sewage and water problems in the Braes. Our two local councillors Mrs Rosie Murray and Mr Gordon Hughes have expressed an interest in attending.
4. Transport.
The footbridge between Murray Crescent and Parkhall Drive is in the process of being repaired.
A number of bridges in the Falkirk Council area currently affected by Network Rail in the Electrification Programme Network Rail have statutory powers to undertake such works and are having regular meetings with Falkirk Council regarding this project to discuss and agree how impact on the public road network can be best managed and mitigated. The road bridge on Station Road at Polmont Station is currently on Network Rail’s programme for April 2014 subject to funding approval. The bridge requires a complete replacement of the deck involving demolition of the existing bridge over the main Edinburgh/Glasgow line which will require the road to be closed for a significant period of time.
The diversion of public utilities to facilitate deck re-construction will also have an impact on the length of time the road is closed. Network Rail is looking at solutions which will try and mitigate disruption to the travelling public but this will be difficult and challenging because of the constraints at this particular bridge site. The same applies to pedestrian movements and it is likely that it will not be possible to maintain pedestrian access across the railway line. Again, Network Rail is looking at what will be feasible and safe with regards to pedestrian movements. This project is a Network Rail project and Falkirk Council has stressed the need for Network Rail to communicate and inform the local community with regards to these works and the disruption that will regrettably be unavoidable. Concerns were raised regarding access local businesses and Meadowbank Health Centre.
5. Local Developement
As part of the garage and lock up review a garage site in Forgie Crescent has been identified as having development potential for house plots. The Community Council will raise an objection to this on the grounds of lack of provision of infrastructure in the area.
239 units at Parkhall farm and 100-120 at Toravon identified for housing, There are also plans for house building behind the existing Fire Station. The Golf Club is also looking to sell land for housing although this has not been through planning.
6. Education
Modular classrooms are to be installed at Maddiston Primary for August intake as the school is now over capacity.
A letter of response was given by Cllr. Rosie Murray to questions around school issues. The Community Council will reply to this letter after consultation with parents of the children attending Maddiston Primary.
An article in the Falkirk Herald comparing Maddiston School facilities to another new school build in the area were unfavourable to Maddiston School. Falkirk Council has prepared a briefing for the Community Council regarding this matter to which Maddiston Community Council will respond.
7. Community Garden and Growing Area
Work on this project is on-going and both Cllrs. Rosie Murray and John McLuckie offered their support for it. Cllr. Murray will contact John Patterson to arrange a meeting with regards to taking the project forward. Evidence of a public demand for the garden and growing area will be evidenced through the public consultation document. Plans outlining the proposed project will be sent to John Paterson.
8. Maddiston Developemet and Community Infrastrcture
£279,680 for open space enhancement and provision in the area was obtained as part of the planning consent for the Parkhall Drive development. In addition to this, funding will be made available for improvement to the Valley Park. Money from future development will be used to improve the Community Centre.
9. Local Developement Plan
Due to increased population, Maddiston would like to be included in the LDP as a stand-alone area instead of being considered part of the Polmont conurbation, as its resources, amenities and requirements are very different from Polmont.
10. Gas Update
The tenders are ready to be submitted as open tenders, tender period 40 days, evaluation and recommendation to follow. Once the tenders are returned a programme of works will be established and tenants will be made aware.

She expressed concern at the number of abandoned 999 calls being made from telephone boxes in the area and asked the meeting to report any incidents of youths hanging around telephone boxes. She is liaising with the school with this matter.
A mobile speed detector is being positioned in Glendevon drive on occasion, as there have been a number of speeding issues. This is a cause of concern when children are going into and coming out of school as there is no crossing patrol in this area. The mobile speed detector has already caught 6 motorists speeding in this area.

3 Road Traffic offences; the use of mobile phones while driving.
3 familial domestic assaults.
2 vandalisms to properties.
1 male apprehended for possession of a firearm.
2 Breach of Peace; through drunk and disorderly behaviour.
1 theft of a child bike.

54 calls to the Police were received this month.
Members of the public informed PC. Gracie of two youths carrying young children on the back of quad bike, also reports of speeding traffic in the California Road area.
SCOTTISH WATER
MMcL stood in for JP as representative of Scottish Water to answer concerns raised by Maddiston Community Council, Avonbridge and Standburn Community Council and Sheildhill and California Community Council regarding the condition of the water and sewage pipes in all these areas and the increased impact of new developments. Mark informed the meeting that planning permission does not automatically mean attachment to the Scottish Water network. Any development over 10 houses requires an assessment of impact on existing facilities and developers are required to sign a legal agreement to improve the water network should it be necessary.
Decrease in water pressure was of concern and the meeting was informed that the statutory legal requirement was 1 bar where Scottish Water tries to keep the pressure at 2.5 bars.
A number of questions were asked but remained unanswered and as this area is not well known to the Scottish Water representative is was decided to invite Joanna Peebles to a future meeting to continue this discussion. Representative from local Community Councils will collaborate on compiling a list of subjects for debate on this matter at a future meeting.
Monitoring work is being carried out in the area.
Two reports of flooding at Polmont Old Parish Church were reported and Mark McLaren will deal with this issue through the church session.
Concern was expressed regarding the large pool of water to the rear of Glendevon Drive and the safety implications of this for residents. Cllrs. McLuckie and Hughes informed the meeting that Falkirk Council have had their water pipes moved to prevent them draining into this area and they were at present in correspondence with Barratt to have this problem dealt with. Scottish Water has no responsibility for draining surface water.
Cllr. Hughes commended the Community Council for getting Scottish water to attend the meeting and answer local issues.
CVS. FALKIRK
DS: Capacity Building Officer from the CVS addressed the meeting and expressed an interest in becoming involved in the area. Funding is available for provision of services for older people to support them to remain in their own homes and within the community through the Change Fund. In 2012-13 the Scottish Government is allocating £80 million to the Change Fund to enable NHS Boards and local authorities, together with voluntary agencies, to redesign services the growing older population. They are working directly with them to decide where this money needs to be invested to improve services, under the banner of Reshaping Care. Maddiston Community Council are keen to work with Diane and the NHS in this project and have invited Diane to attend our next meeting for a fuller discussion on this matter.

A theft by housebreaking was reported at the Salvation Army Hall, Main Road, Maddiston. 8 laptops were stolen along with 6 chargers. About 0105 hours on 22/05/13 a witness observed 2 males walk away from the Salvation Army carrying bin bags.
One male was described as 19 to 20 years of age, 5ft9, clean shaven with no obvious tattoos, medium build wearing a dark skip cap, dark jumper, grey jogging bottoms and
trainers. The other male was 17 years of age 5ft 4, slim build short hair, clean shaven with no glasses or noticeable tattoos, wearing a dark top and trousers.
Anyone with any information should contact PC Gillian Gracie on the 101 number.
COMMUNITY COVENANT GRANT SCHEME
Major Roy Robertson gave a presentation on the Community Covenant Scheme which Public Sector Partners have shown their joint commitment to the Armed Forces by signing an Armed Forces Community Covenant.
The signing paves the way for communities to bid into the £30 million Community Covenant Grant Scheme, which is operated by the Ministry of Defence and financially supports projects, at a local level, which strengthen the ties or the mutual understanding between members of the Armed Forces Community and the wider community in which they live. Full details of the scheme are available on the MOD and the Council’s websites.
The Covenant is a voluntary statement of mutual support between a civilian community and its local Armed Forces community and complements the national Covenant established by the Government.
It aims to encourage communities to support the Armed Forces and for the Armed Forces community to do as much as they can to support their local community. Highland’s Covenant outlines five key outcomes which Partners have agreed to in order to support the Armed Forces.
These outcomes relate to the:
Economy;
Children and Young People;
Caring communities;
Housing, and
Empowering Communities
CVS. FALKIRK
Diane Stewart: Capacity Building Officer from the CVS addressed the meeting and gave an insight into what type of activities can be supported through the CHANGE Fund.
Diane is hoping to work with the Community Council to find ways to support older residents in the community and allow them to remain an independent and active part of Maddiston. The Community Council will work with Diane and to help develop this project.
PLANNING APPLICATIONS
One new planning application for amendment to layout and substitution of house types on land to north of Avon Inn, Main Street Maddiston.
OUTSTANDING ISSUES
1. Improving medical services in the area.
Meeting have been held with members of the FVHP’s to discuss holding a clinic in Maddiston Community Centre to weigh babies and give help and advice to parents. Discussions also took places as to holding a clinic in Maddiston Old Folk’s hall to give flu jabs.
2. Local Developement Plan
The views and opinions on the Local Development Plan was completed and sent to Falkirk Council.
Michael Connarty MP raised concerns over the building of houses under the pylons. The Community Council previously objected to the building of these houses.
3. Education
A letter was received from Andrew Sutherland regarding an article in the local paper discussing the issues with the increase in the village population and the space in the school. It has been decided that the letter requires a response but as Andrew Sutherland is moving posts, we will wait to respond to the latter and also to preparing a thoughtful reply.
4. Standing Water at Glendevon Drive.
Residents are growing concerned at the lack of progress regarding draining this pool of water. Ian Dryden, Development Manager,Development Services,Falkirk Council has informed the CC that a meeting will be held on Wedneday with legal services to discuss any legal responsibilities that Falkirk Council may have.
A letter has been sent to Barratt asking for their comment on this issue. They had apparently agreed to assist at the time when FC roads drainage was discharging into this area. Environmental Health confirmed no evidence of rat infestation (this was raised as a concern) SEPA to test the water for health related concerns/algae.
5. Community Centre
Await a response from Mark Meecham regarding Plans for the Community Centre.

On Saturday 8th June 2013 –Maddiston Community Fun Day was attended by police, community traffic wardens and retired police horse, Phil. As a result, £80 was raised for the event.
On Tuesday 27th June 2013 – PC Gillian Gracie carried out an operation alongside Trading Standards. The aim of the operation was to stop and check tradesmen who were working in the local area, because of an increase in ‘Bogus Workmen’ type incidents in the Forth Valley Division.
A number of persons were stopped, checked out and provided further education from Trading Standards relating to procedures. Although no offences were found, this was considered a worthwhile exercise.

OUTSTANDING ISSUES
1. Standing Water at Glendevon Drive
The council intended to drain the water, but due to the recent dry weather the ‘pool’ has completely drained naturally. Cllr McLuckie advised that Barratt have now agreed to sit down with Falkirk Council to discuss the issue. We welcome this progress and look forward to a permanent resolution.
SEPA checked the water after concerns were raised that rats had been observed in the area. Fortunately the water showed no signs of contamination.
Now that the water has dried up residents have a further problem with the rubbish deposited in the trench. Cllr McLuckie informed the meeting that he was awaiting a response from Environmental Health and would chase that up. In the mean time it was agreed that the community council would contact Litterzone and see if this was something they could look at.
2. Health Authority Updates
A meeting has been arranged for the 16th July with MM regarding a children’s health clinic in the village. Also attending will be Sheryl from Child Smile and DK who will discuss funding options.
In conjunction with Falkirk Primary Health Care, the community council are determined to improve the provision of health care in the village.
3. Litter Pick
The recent Community Consultation showed there were a large number of people concerned with the levels of litter in the village. Consequently, a community litter pick has been arranged for Saturday 6th July between 1pm and 3.30pm. We are hopeful of a good turnout.
4. Proposal for a new Playpark
As a further response to the Community Consultation there is a demand for a play park to be created for the south end of Maddiston to replace the two that were removed a number of years ago due to safety concerns. It was agreed that we will write to Parks department seeking assistance in finding a site to create a new playpark.
5. Pedestrian Crossing at Glendevon Drive
Cllr Hughes had taken our concerns about an improved crossing between the school and Glendevon drive to the Roads Dept. Following an assessment carried out on 12th June 2013 (between 8am and 6pm), it concluded that there was insufficient waiting times or difficulty in crossing to justify a pedestrian crossing. It was suggested trying to reduce the number of people dropping off children in cars would improve the situation and this was perhaps a matter that the school could look into.
6. Community Action Plan
The latest draft of the Community Action Plan has now been completed and circulated to members and our councillors. A meeting is now planned for August with the relevant partners to seek their responses to the findings. Meanwhile it has been suggested that the Community Council consider setting up a company with the sole purpose of implementing the findings of the action plan. A company would provide the organisation and structure necessary to provide credibility to the project.
AOB
The woodland trust is currently running a scheme to provide trees for local villages, it was suggested that the tree pack specifically designed for wet areas would be very useful to plant within the boggy area of Valley park.
An email was sent to the secretary regarding representation against Dart Energy proposals in Airth. A notice was sent put out on the Community Council social networks to ask if anyone wished to put forward representation. There will be no objections from Maddiston Community Council regarding Dart Energy’s Coal Based Methane wells in Airth on the grounds that the community council immediately affected by the project were satisfied with the proposal.
An issue was raised regarding lack of appropriate parking near the Pharmacy leading to cars parked down the main road as well as on the pavement outside the pharmacy. The problem of parking on Main Rd at St Catherines has been a long standing issue which can only be compounded as traffic levels grow with the increase in house building. Cllr McLuckie commented that plans were already available to ease the traffic problems but they had not been acted upon. The Community Council will be contacting the relevant departments to seek advice on what can be done.
A member of public raised concerns over lack of health provision in the area. The convenor assured him that this is a priority for the community council and is being actively pursued.
Regarding our suggestion of the possible extension of the community centre, Cllr McLuckie informed the meeting that they had looked at the proposed plans and a costing had been requested.
Cllr McLuckie confirmed that our suggestion about the possibility of reclaiming the piece of land beside the school to enable an extension to the playground or amenity space is being considered.

Policing
PACT UPDATE
The Upper Braes Ward focus continues to be antisocial behaviour, alcohol and drugs, road safety and Community engagement and reassurance.
A road traffic operation was carried out in the Maddiston area over the month of July with speed detection being utilized. A total of 12 persons were caught speeding on Main Road, Maddiston.The drivers of the vehicles involved were all given a Conditional Offer of Fixed Penalty.
The main issue over the last month has been the slight increase in Youth Disorder calls. These have not formed any sort of trends and are typical for the school holidays. Increased patrols have been carried out in an attempt to reduce these types of calls. There have been a few calls in relation to mini moto’s, this issue has also been given extra attention on patrols.
Members of the public are encouraged to contact police should they have any information regarding persons believed to be involved in the Misuse of Drugs.
Crime: There have been 20 crimes recorded in Maddiston since the last report in July. This being a decrease from last month.

OUTSTANDING ISSUES
1. Progress on Trench at Glendevon Drive.
Contact has been made with the various landowners including the main landowner, Greenbelt Energy and Barratts. Greenbelt Energy has indicated that they are considering the matter and will be responding with regard to the future management of the area. They are at present assessing how to make the area safe and cost for the same. A meeting has been arranged with Corporate and Neighbourhood Services regarding removal of litter from the area.
2. Additional Amenity Space for School
Cllr. McLuckie has had meetings regarding the land previously used for garages at the rear entrance to the school. The land at present does not belong to the school but negotiations are in progress to assess whether this land can become school playground. Cllr. McLuckie will issue a progress report in future.
A point was raised regarding builders reversing out of this area while children were going into school. It was advised that a banksman should be in situe during school entrance and exit time.
3. Avondale tip
Angus MacDonald MSP is currently in discussion with Director of Operations for SEPA as to what course of action can be taken to resolve this matter. A substantive response is expected towards the end of summer.
4. Health Care Update
A meeting with MM to discuss improvement to health care facilities was cancelled due to illness and has yet to be rearranged. While a minor ailments service is offered by the local Deans Pharmacy it is not known whether flu jabs will be available this year. Policy, Development and Service Delivery are being looked at after a meeting at Whitecross with FVCHP’s with a view to better service delivery for this area.
5. Litter
The litter pick organised for July was very poorly attended. Another will be organised for spring. A new dog bin has been installed as requested.
6. Support of Elderly in the Village
The Community Centre Committee are at present considering an exercise class for older people, it may include free tea and coffee. Dance classes for the elderly was also suggested.
7. Plans to Reduce Congestion at St Catherines
Cllr. McLuckie is will speak to Senior Officers regarding several options to reduce the traffic congestion caused by cars parked on the pavement at St. Catherines.
8. Notice Boards
Brian Pirie will be contacted regarding a provision of a notice board for the village.
9. Public Transport

PACT UPDATE
The Upper Braes Ward focus continues to be antisocial behaviour, alcohol and drugs, road safety and Community engagement and reassurance.
A road traffic operation was carried out in the Maddiston area over the month of July with speed detection being utilized. A total of 12 persons were caught speeding on Main Road, Maddiston.The drivers of the vehicles involved were all given a Conditional Offer of Fixed Penalty.
The main issue over the last month has been the slight increase in Youth Disorder calls. These have not formed any sort of trends and are typical for the school holidays. Increased patrols have been carried out in an attempt to reduce these types of calls. There have been a few calls in relation to mini moto’s, this issue has also been given extra attention on patrols.
Members of the public are encouraged to contact police should they have any information regarding persons believed to be involved in the Misuse of Drugs.
Crime: There have been 20 crimes recorded in Maddiston since the last report in July. This being a decrease from last month.

PLANNING APPLICATIONS
One new planning application for amendment to layout and substitution of house types on land to north of Avon Inn, Main Street Maddiston.
OUTSTANDING ISSUES
1. Progress on Trench at Glendevon Drive.
Contact has been made with the various landowners including the main landowner, Greenbelt Energy and Barratts. Greenbelt Energy has indicated that they are considering the matter and will be responding with regard to the future management of the area. They are at present assessing how to make the area safe and cost for the same. A meeting has been arranged with Corporate and Neighbourhood Services regarding removal of litter from the area.
2. Additional Amenity Space for School
Cllr. McLuckie has had meetings regarding the land previously used for garages at the rear entrance to the school. The land at present does not belong to the school but negotiations are in progress to assess whether this land can become school playground. Cllr. McLuckie will issue a progress report in future.
A point was raised regarding builders reversing out of this area while children were going into school. It was advised that a banksman should be in situe during school entrance and exit time.
3. Avondale tip
Angus MacDonald MSP is currently in discussion with Director of Operations for SEPA as to what course of action can be taken to resolve this matter. A substantive response is expected towards the end of summer.
4. Health Care Update
A meeting with MM to discuss improvement to health care facilities was cancelled due to illness and has yet to be rearranged. While a minor ailments service is offered by the local Deans Pharmacy it is not known whether flu jabs will be available this year. Policy, Development and Service Delivery are being looked at after a meeting at Whitecross with FVCHP’s with a view to better service delivery for this area.
5. Litter
The litter pick organised for July was very poorly attended. Another will be organised for spring. A new dog bin has been installed as requested.
6. Support of Elderly in the Village
The Community Centre Committee are at present considering an exercise class for older people, it may include free tea and coffee. Dance classes for the elderly was also suggested.
7. Plans to Reduce Congestion at St Catherines
Cllr. McLuckie is will speak to Senior Officers regarding several options to reduce the traffic congestion caused by cars parked on the pavement at St. Catherines.
8. Notice Boards
Brian Pirie will be contacted regarding a provision of a notice board for the village.

He confirmed that a factor fee is in place for those residents, which does include maintenance of the MUGA but this does not and cannot restrict its use for anyone wishing to use it.
3. Safe Route to school
Concerns were raised by residents that the safe route to school promised nearly a decade ago has still not been created. Furthermore, part of the land in the proposed route is now up for sale at an auction on 11th Sept. Cllr McLuckie assured the meeting that a Compulsary Purchase Order of the land has been put in motion by the council but can take up to 12 months to complete, any sale of land would not affect the CPO by the council and the land will still be purchased regardless of owner.
4. Update on Health Care
A meeting with JC took place which was very positive. In the future we hope to work with the relevant people to get the Winter Flu jabs given at the old Folks Hall. Due to illness a meeting to discuss a Child clinic has been rescheduled. There is a further meeting in December with Falkirk Health care to discuss other ways to work together to help. We would also like to see a drop in clinic where a nurse is available once a week for residents to speak to and get advice from.
5. Congestion at St Catherine’s by the Pharmacy
The staff at the pharmacy have raised concerns about parked cars and busy roads causing problems with people trying to cross. A survey was carried out and deemed not to fit the criteria required for a crossing. There have been more houses built since the last survey so we may approach the relevant dept and ask for a new survey to be carried out.
As well as amount of cars, there is a real problem with parked cars. Solutions are being looked into to resolve this. It was raised that original planning permission had restrictions which required the installation of bollards to stop people parking on the pavement. Cllr McLuckie has agreed to investigate this to see if that is the case.
6. Update on Action Plan
A very successful stakeholder meeting was held last week with many people keen to work the community council on both short and long term aims. Meetings are being held to decide the way ahead and in the meantime we will continue to put into action things that we can.
On completion, the full consultation document will be available for residents to view at the Community centre as well as several other places around the village. A summary document will be sent to all the residents of the village.
7. Scottish Water
There has been no success at arranging a meeting with Scottish Water, the community council will continue to try and arrange a meeting to discuss concerns with flooding and capacity in Braes area.
8. Community Newsletter
A community newsletter will be out sometime at the end of October/beginning of
December. This is to help inform residents what’s going on in the village as well as what the community council is doing and how to keep in touch.
9. Update on Fire Brigade building.
It is quite likely that the Fire Station HQ will be shut, the Community Council want this area to be developed into a place with businesses to give employment opportunities to the village and not sold to housing. Capital Transfer Fund may allow community purchase of the building if a proper sustainable business plan can be put forward.
NEW BUSINESS
1. Compliant regarding school lunches.
A resident has complained that her child is not being given enough time to eat their lunch. Children are given 10 minutes as there is a need for high turnaround due to number of pupils. We feel this is unfair as there is a large assembly hall that is unused and could be used to allow the packed lunch children to sit and leave dinner hall for school dinners. We have passed this information on to the PSA to raise with the school.
2. Problem with installation of cladding under Green Deal system.
Several residents have been sent letters demanding £500 regarding an insulation scheme providing cladding to houses that cannot have standard insulation. British Gas co-ordinates the green deal scheme but multiple contractors who do the actual work are messing residents about.
Cllr Hughes has been in touch with RC from Building Standards who has advised that building warrants have not been applied for by the company doing the work with the intention of getting a retrospective warrant. The green deal scheme allows funding (by British Gas) per house so it seems that multiple companies are trying to cut corners and play games to stop the other companies accessing the funds. This deal is available to pensioners, those with disable people living in the house and those on income support. It is a disgrace that these companies are playing games using vulnerable people. The community council secretary is drawing up a letter to provide to each of the affected resident to send to British Gas. We will also be continuing to take this, as a community council, to British Gas asking for an inquiry into the mess.
Similar issues are being reported from other areas so we hope this can be stopped to avoid other people going through the stress and anxiety that our residents have faced.
3. Wind Turbine
An application for a 150ft wind turbine to be installed between the loan and Muiravonside Park has been passed by the council. The residents of the loan are very upset that due to Scottish Executive changing planning law they were not notified as they are more than 21 meters away.
There are several issues that have concerned the community council, such as the planning application was not made available for view online until yesterday (4/9/13) despite being applied for in December 2012 and approved in March 2013. A similar issue was taken up by a resident in Argyll who eventually won her case through the EU/UN Our House Convention which require consultation of surrounding houses before installation of wind turbines. The residents have started the appeals process and we will continue to support them in any way we can.
4. One-way system at Parkhall drive.
Residents of Parkhall drive and Windsor Cresc have approached the community council regarding traffic issues in the area. The proposed creating a one way system to eliminate the issue while creating a safe area for kids to play. The community council will take this proposal on their behalf to the relevant department at Falkirk COuncil.
5. Community Garden Equipment.
We would like to get community gardening equipment that can be used by residents that may not be able to afford their own. The Convenor will approach local garden centres to ask for donations. It was suggested by a resident that the Lockups at the fire station may be a good place to store them so we will look into this.
Cllr McLuckie suggests forming an environmental group to aid this as well as maintaining the village.
6. Christmas concert
After the success of last year’s concert (despite the pouring rain) we will be having another Christmas concert on 20th December at 6pm with local choirs attending. There will be a Christmas tree provided in the school grounds, we hope it will be even bigger than last year.
7. Application for Trees
The community council have made an application to the Woodland trust to seek a grant for trees that would work in the marshy area of Valley Park. We hope this would encourage even more wildlife into the area.
8. Community Centre
There has been a meeting with MM regarding improvements of the community centre. A plan will be drawn up to show how the community would like to go forward. We are looking at small changes such as changing an unused shower room into a meeting room and getting a new kitchen.
There will also be WIFI and laptops to replace the current IT suite which will greatly benefit the centre.
9. Wildlife ranger
Wildlife ranger would like to meet with CC regarding history path
10. Muiravonside park
Concerns have been raised by Stanburn and Avonbridge CC regarding the complete lack of maintenance of Muiravonside park. Paths blocked by trees since 2011 have not been cleared or reopened, buildings are being left to fall into disrepair, concerns that the remaining animals are not being looked after properly due to lack of staff/rangers. This has been ongoing for over 2 years with no progress. The park is a valuable and well loved asset for our area and we will work with Standburn and Avonbridge CC going forward to push for action!

Legal process is still underway for a compulsory purchase order of the land to complete the safe route to school. This was applied for in June 2013.
The meeting was informed that the flooded strip of land was to be sold by auction on 21st October 2013 and that the Council’s Legal and Transport departments were aware of this, whilst the Council, Greenbelt and Barrett were working to resolve the problem by proposing filling of the area with rocks at a considerable cost.
The meeting was subsequently informed that the strip of land had been sold by Greenbelt to a private individual who intends approaching local residents to sell the land as garden space. 5. Muiravonside Country Park
Falkirk Trust were invited to attend our meeting to discuss the condition of Muiravonside Park but did not reply to our invitation. Areas of the park appear unsafe and many parts are inaccessible through cut down or fallen trees. It is considered an asset to the area and requires investment to maintain it. Cllr. McLuckie will visit the park and speak to Mike Joyce regarding the matter.

A meeting will be arranged with Council officials to discuss the extension to the park and the installation of picnic benches. £45 000 from compensation for loss of green space will be used to improve the facilities in the park and establish a community growing area. A meeting will be held with the Director of Corporate Services with a view to commencing these projects.

As from November 5th 2013 a health visitor will attend Giggles toddler group to chat over any parent or child issues, weigh any babies and give health advice in private if required.
A funding application has been sent to Forth Valley Giving Charity applying for £6000 to start a lunch club for the older residents. It will include a healthy lunch, a gentle exercise session and I.T. classes.

The results of the local Community Council elections will be announce on Tuesday 8th October 2013. DM and EG have regrettably stood down and we would like to record our thanks thanks to them for all their efforts in previous years.
9. Maddiston School
The scouts have had to give up one of their days in the school hall due to no janitor cover. Cllr. McLuckie will update us on this situation. KS will be our school representative.
10. Fire Station
It has been suggested that after the closure of the Fire Headquarters the property be ear marked for economic activity, leisure and job creation. As this area has the only car parking area it would be an ideal location for developing into workshops and sports areas.
11. Christmas Carol Concert
The annual carol service will be held at the Primary School on 20th December 2013. The Christmas tree will be erected on the week of 13th December. The service will be conducted by Rev. Louise McClements from 6.30PM to 7.15PM. Hot drinks and mince pies at the Community Centre afterwards.
12. Road Reorganisation
Traffic problems in Parkhall Drive could be alleviated by creating a one way system. One half of the double area of road at the junction of Parkhall Drive and Winsor Crescent could be closed off to create a safer play area for children. Cllr. McLuckie will look at this proposal.

The area at Forgie Crescent previously a children’s play park will be looked by Corporate and Neighbourhood Services to reinstate as a play park. Funding may need to sought for this project.

Complaints were made regarding the condition of Muiravonside Cemetery. It is felt that Falkirk Trust is not investing money in the maintenance of this cemetery compared with the ones in Polmont. A visit will take place with Council officials to assess the situation and a meeting held to discuss improvements to the situation.
2. Polmont Golf Club
Following financial problems the golf club has asked members to contribute addition fees. As one of our last community leisure facilities in Maddiston after the closure of the Maddiston Inn the Community Council would like to work with the Golf Club to try to find a solution to the problem.
3. Wreath for Armistice Day
Suggested that a wreath be laid by the Community Council on behalf of the village on November 11th.

A large number of complaints were made regarding crime in the area. Youth disorder at the bus stance is becoming a major issue. Cars have been smashed and rope tied over the road between lampposts.

1. Progress on Trench at Glendevon Drive.
Legal process is still underway for a compulsory purchase order of the land to complete the safe route to school. This was applied for in June 2013.
The meeting was informed that the flooded strip of land was to be sold by auction on 21st October 2013 and that the Council’s Legal and Transport departments were aware of this, whilst the Council, Greenbelt and Barrett were working to resolve the problem by proposing filling of the area with rocks at a considerable cost.
The meeting was subsequently informed that the strip of land had been sold by Greenbelt to a private individual who intends approaching local residents to sell the land as garden space. PLANNING APPLICATION FOR A WIND TURBINE AT WHITERIGG FARM
Maddiston Community Council leafleted the residents of Ingram Place last month to inform them of the proposed wind turbine and invited AE from Capture Energy to address residents’ concerns.
Cllr. John McLuckie advised that objections to the proposed turbine could be made on the grounds of visual impact, shadow flicker and noise. At present 195 comments have been posted on the e-planning website regarding this application. AE advised that a community fund will be set up by the Energy Company and Maddiston will receive an initial sum of £20 000 followed by an annual payment of £2000 for twenty five years if the application is passed.
The initial site of the turbine was unsuitable as it interfered with radar but the new site is borderline for radar interference and the Coal Board has commented that there may be a potential of disturbing gases from old mine workings in the new site area due to the substantial weight of the turbine, confirmed at 100 tonnes before taking into account the foundations required to support it.
Noise level assessments do not take into consideration the prevailing west wind which will convey the noise into the housing area. It was noted that the noise report was commissioned by the company. The guidelines for the wind turbines appear to be compiled by the companies now promoting them and concerns are that they are not sufficient to protect people from health issues due to the impact of low frequency noise on sleep patterns of those living close by.
Questions were asked regarding the infrastructure associated to the turbine including how it was to be connected to the grid and what level of disruption to residents. It was stated that currently there are no other wind turbines of this standard in Scotland .
The impact on wildlife and the nearby equestrian business should be a consideration for this site as turbines have been removed from previous sites after adverse effect on horses in other areas.
There was some confusion over the minimum distance turbines should be erected from properties as the legislation for wind farms and individual turbines do not need to comply with the same regulations. Falkirk Council draft regulations indicated that a wind turbine should not be built within 500 metres of a village whereas this proposal indicated that it would be built within this range. There was also comment that in the consultation document there was no view of how the turbine would appear from Ingram Place and California Road.
A suggestion was made that a balloon be flown at the proposed height of the turbine to give scale to the project. Cllr. Hughes will call in the planning application and a site visit will be arranged.
A number of different companies are installing turbines in the area and there is evidence that seven are proposed to be built within 5 km of Maddiston. .

Green belt sale of the land at Glendevon drive has fallen through and further discussions are required to resolve this issue. The land is owned by Falkirk Council, the Development Company and Greenbelt and Falkirk Council are still facilitating meetings to resolve the problem. The Community Council suggested a child proof fence be erected to prevent any accidents whilst the issue is being resolved. Cllr. McLuckie will arrange a closed meeting of Officers and Community Councillors to discuss progress.

A grant has been applied for from Forth Valley Giving to start a lunch club in the Community Centre once a week. Awaiting response as to the success
of our application.

MUIRAVONSIDE COUNTRY PARK
AH and PF from Falkirk trust attended the meeting to address public concerns over the condition of Muiravonside Country Park. Since the Trust took over the running of the park, the farm has been reorganised to improve the care of the animals, there has been staff restructuring and a training programme has been introduced for Braes High School and Carrongrange pupils. A Countryside Ranger is now in post to work on biodiversity.
The visitor centre is in need of upgrading and funding is being sought from the Lottery Heritage Fund.
A member of the public commented that a master plan needs to be drawn up to tackle the park as a whole and that money has been spent on signage and litter bins which could have been put to better use. PF acknowledged that a master plan is being prepared so that other sources of finance can be sought.
Cllr. McLuckie visited the park and asked for feedback from those visiting. All of which was positive. He suggested that a “Friends of Muiravonside Park” be set up to help to tackle the challenges and enhance the amenities in the park.
It was suggested that a visit to the park be arranged to assess the current situation and also visits be arranged to other similar parks such as Palace Rigg Country Park to see what others have done and whether we can learn from these locations.
LSy; a Falkirk Ranger said there were sightings of the white tailed eagle and red kites in the area and suggested that our community could get involved with the RSPB’s national garden bird survey. She would be very happy to work with the community council to both review and upgrade the footpath network. The suggested growing area would be a welcome addition.

The grant application to Forth Valley Giving was unsuccessful however another application is being put to Falkirk Council. A pilot of the lunch club will take place on 27th December. Soup, rolls and cake will be served in the Community Centre at the cost of £1 to any senior members of our community.

A short carol service will take place on 20th December in front of Maddiston Primary School. Refreshments will be served at the Community Centre afterwards. Thanks are due to Falkirk Council for providing the village with a Christmas tree so that we can gather around for this event. The school entrance hall will be available in case of bad weather. Salvation Army, Polmont Old Church choir and Muiravonside Choir will be attending.

The council have rejected this proposal.
The Coal Board has objected to this application on the grounds that due to the mining in this area the land would not be suitable for a turbine of this size.

The Ombudsman has rejected local resident’s petition against this turbine.
7. Improvements to the Village
Awaiting a meeting with Falkirk Council and Forth Valley Environment Trust to take forward the upgrading of Valley Park and establishing a growing area and orchard. This is becoming time critical.

A meeting took place with Falkirk Council IT department to discuss updating the technology in the Centre.

Public meetings will be held to discuss the proposed closure of the rail bridge in Redding Road. A footbridge will be put in place when the Polmont Bridge is closed in 2015 to allow foot traffic access.

No action can be taken regarding the transfer of land at Parkhall Drive to the school until the house building is completes.

2. Proposed Development at Parkhall Farm
The Community Council attended a meeting to discuss the proposed development at Parkhall Farm. The plans included 250 houses. An invitation will be sent to the developer to attend a Community Council meeting to discuss this further.
3. Old Folk’s Hall
The road is in a state of disrepair outside the Old Folk’s Hall. Funding will be looked at to have this repaired.
4. Valley Park
Paths are in need of upgrading in the Valley Park. Money from the fund for improving green space can be used to improve these paths.
5. Dog Fouling
A sign has been requested from Litterzone for the area of the Post Office to tackle the issue of dog fouling.
6. Scottish Water
A representative from Scottish Water will be invited to attend the January or February meeting.( since the meeting it has been confirmed that a representative from Scottish Water will attend the February meeting)
7. Extending Maddiston Community Council to include the Loan.
Residents of the Loan expressed an interest in becoming part of Maddiston Community Council. Scottish Government sets the boundaries for Community Council areas and advice will be sought from Brian Pirie: Community Council Liaison Officer.

Concern was expressed regarding the overcrowding in the school due to the further house building planned. The Education department are confident they can accommodate all proposed housing on the LDP. Cllr. Hughes will get further information regarding this matter.
9. Council House Allocation
Questions are being asked regarding the criteria for allocating the new social housing at Parkhall Drive. Cllr. McLuckie informed the meeting that Councillors will have some input to this situation.
10. Safety
The restrictions regarding lorries delivering goods to the building site at Parkhall Drive are not being observed thus putting children in danger.
No crossing patrol cover was available on the Main Road one day last week due to an oversight.

MUIRAVONSIDE COUNTRY PARK
AH and PF from Falkirk trust attended the meeting to address public concerns over the condition of Muiravonside Country Park. Since the Trust took over the running of the park, the farm has been reorganised to improve the care of the animals, there has been staff restructuring and a training programme has been introduced for Braes High School and Carrongrange pupils. A Countryside Ranger is now in post to work on biodiversity.
The visitor centre is in need of upgrading and funding is being sought from the Lottery Heritage Fund.
A member of the public commented that a master plan needs to be drawn up to tackle the park as a whole and that money has been spent on signage and litter bins which could have been put to better use. PF acknowledged that a master plan is being prepared so that other sources of finance can be sought.
Cllr. McLuckie visited the park and asked for feedback from those visiting. All of which was positive. He suggested that a “Friends of Muiravonside Park” be set up to help to tackle the challenges and enhance the amenities in the park.
It was suggested that a visit to the park be arranged to assess the current situation and also visits be arranged to other similar parks such as Palace Rigg Country Park to see what others have done and whether we can learn from these locations.
LSy; a Falkirk Ranger said there were sightings of the white tailed eagle and red kites in the area and suggested that our community could get involved with the RSPB’s national garden bird survey. She would be very happy to work with the community council to both review and upgrade the footpath network. The suggested growing area would be a welcome addition.
