The community council will also reach out to the Maddiston Community Centre Management Committee, Maddiston Primary Parent Council, local businesses and to the local high schools to ask for young representatives.
Speakers for future meetings
It was noted that speakers should be invited to the monthly meetings to discuss issues affecting the area. Suggestions from the room included:
Waste Management team to discuss issues raised by residents about litter issues and bin collections only being available online.
Education Department to discuss the school and possible impact of further housebuilding
Planning Department after a former resident advised the community council that they had to move out the area to downsize as there are very few options to downsize within the community.
Roads Department.

The new community officer PC Gary Mackie attended and introduced himself.
There were 44 calls in the last month, 10 were duplicates and this resulted in 4 crime reports, 2 of which were detected at the time of the meeting.
PC Mackie asked for representation on the Consultation for Closure of police offices, the CC have already made representation which included questioning why Maddiston was an unused office but not on the list.
PC Mackie advised that it could not be sold off due to other police buildings nearby. It was noted that the office would be a good place to base the Upper Braes community officers from during shifts as this would have a positive effect of knowing there is a police presence in the area and help deal with community issues faster than if the officers have to come from Grangemouth.
It was also noted that people have to travel to Falkirk or Grangemouth (with no direct bus link) to meet with officers and allowing the Maddiston Office to be a better solution.
The community council will write to Chief Inspector Damian Armstrong to express our support for allowing the community team to use the office.
Accounts
Accounts were passed to the new treasurer. The current balance is £2329.32. New signatories will be set up on the bank account.
Storing Community Council Documentation
There are 15 years’ worth of documents relating to the community council at member’s homes. It was noted that the council should provide a space for storage of this material in the community centre or another Falkirk Council property as a community council is expected to retain five years of data.
JMcD and NS to go through previous CC documents and digitize, or store any that need to be saved. Space for storing will be sought within Maddiston Community Centre.

Police Report
There were 34 calls, although 8 of these were duplicates. Of these calls 4 crime reports were raised. PC Mackie noted that none of the calls were any particular concern for the community, and that most were domestic or isolated incidents. There were issues around suspicious activity at the Persimmon site but these are being monitored by the police.
Actions from last meeting
The Chair wrote to the police regarding unused Maddiston Police Station. PC Mackie noted that he was starting to be able to access the building and hoped to spend more time there.
Waste strategy team were invited to our meeting but could not attend this month. A list of future dates has been sent to them to agree a date.
Your Place, Your views consultation by the CPP
Falkirk Council and the CPP held a workshop in Maddiston Community Centre. There was not a great attendance but the survey is online for people to complete if they would like to. It was noted that this was just duplicating the Getting There work and that any responses are likely to be the same as identified in that consultation document.
Gilston Master Plan
The group responsible for the Gilston Planning Application contacted the CC to ask to feedback the results of their community consultation. They have been invited to the meeting on 1st March.

The convenor opening the meeting and thanked everyone for making it to the rescheduled meeting.
Treasurer’s Report:
It was proposed that the two names of previous community Councillors, JW and DM should be removed as signatories from the bank and that the signatories on the account should be current treasurer, Campbell Boyd and Convenor, J McDevitt. There was unanimous agreement on both points.
Police Report
There were 91 calls for the six weeks since the last meeting, although 26 of these were duplicates. Of these calls many were weather related because of the snow. There were 6 crime reports were raised. PC Mackie noted that none of the calls were any particular concern for the community, and that most were domestic or isolated incidents. There were issues around fire raising and theft of cars outside the shops during the snow. PC Mackie noted that a lot of incorrect information was being spread on social media about these. As of yet suspect has not been identified.
PC Mackie also noted that the police would be looking to have an increased presence in the Braes communities over the Easter period to ensure there was no antisocial behaviour. This will parking and road issues, and possibly the use of handheld radar at Glendevon drive.
Regarding the issues with the van accessing Windsor Crescent via the footpath, PC Mackie has identified the person in question is attempting to contact them.
Maddiston Police Station is likely to become the new base for the armed response unit.
Speaker: Philip Neave, Gilston Masterplan
There will be a predetermination hearing held in St Margaret’s Primary on 27th March at 7pm for the planning proposal for Gilston Park. PN noted that this is outside the LDP but there is a shortage of housing as Falkirk Council should have 5 years stock but currently only have 3.5 years. This means that there is an opportunity for sustainable development as long as they do not have a negative impact on health, education or traffic.
PN noted that there was space in education for 500 new dwellings and that contributions would be made to local schools, including Braes. The Chair questioned why Braes High School was listed as Polmont children attend Graeme High school.
It was also noted by PN that there was provision for 1690 extra people at Meadowbank Health Centre. Again Chair noted that she was surprised by this as it is well known that there are already issues with people currently living here accessing the service. PN advised that NHS had been contacted but had yet to respond and there was space in the planning application for health provision is required.
Cllr MrLuckie noted that despite being a statutory consultant on planning applications, the health board rarely respond to planning.
BC questioned whether this plan would impact on Nictolton Road. It was noted that the road would be rerouted through the new housing estate if plans went ahead.
Speaker: Marnie Forster, CVS
MF is new development officer based in Maddiston and Grangemouth for next 18 months. Position funded by EU fund. She will be based in Maddiston Community Centre on Tuesday and Wednesday mornings and will be there to help local groups with things like funding opportunities. She noted the clear lack of facilities given the size of the village.
Road Damage
There is a lot of damage on Vellore Road caused by the heavy vehicles on the Persimmon site, including very large potholes that could cause problems at night as the road has no lighting. Cllr McLuckie noted that he was aware and was waiting on response from Roads Officer to confirm the cause.
CC to write to Persimmon to ask if they can repair the potholes.
Planning Issues
Chair presented the meeting with the legal document for the crossing that is part of the Persimmon application. It was noted that there was no time scale on this but the CC would continue to ensure that it is carried out.
Chair passed round a document regarding a petition called ‘Equal Rights To Appeal’ which was passed to us by Maria Montiario from Shieldhill and California CC. It is to readdress the balance in planning applications where the Developers have the only right of appeal. No objections were raised to Maddiston CC signing up.
Cllr McLuckie noted that developers like Gladman have a 90% success rate of over turning decisions on appeal.
Chair questioned why the LDP document as it acts as guidance which is then ignored in planning.
Council Budget
It was noted that the council budget that was passed was not as bad as expected and community centre and library will stay open. Serious concern was raised by the Falkirk Community Trust board decision to implement parking charges at Muiravonside Country Park, particularly as the park is not accessible by foot. CC to write to FT to express concern at tax on fresh air as the is likely to have a big impact on local community.
Grave Stones
FC are checking grave stones in the area after the incident where a stone fell and killed a child in Glasgow. A number of stones were found to be unsafe in Muiravosnide Cemetery.
AOCB
The great community spirit during the recent heavy snow was noted. Lots of people helping to clear streets and help other people. A number of people contacted the CC to say they were stuck and after social media requests, members of the local community were going to to help.
It was noted that there is a disparity between grit bins in new and older estates and there may be a need to revisit grit bin position and priority routes as the communities have changed greatly over the last 10 years.

Police Report
There was no police report sent this month.
Community Safety report was sent to the CC and noted an increase in antisocial behaviour in the Upper Braes area but no calls from Maddiston.
1. Planning: P/18/0151/PPP
There is a planning application for planning in principle for land beyond Kings-Seat Place. This site looks to be adjacent to the current H44 site marked in the LDP and not currently allocated for housing in the local development plan.
Concerns were raise regarding joining an access road onto Nicolton Rd and the lack of details of how many houses were proposed.
CC to make comment.
2. Muiravonside Country Park
Falkirk Community Trust has taken the decision to introduce parking charges at Muiravonside Country Park. A number of residents contacted the CC to express concern. Chair wrote to the Councillors who sit on the FCT last week, no response from any of them as of the time of the meeting. Cllr Kerr said that he would speak to the members in his party and that he supports the CC in the matter. Cllr McLuckie was not present at the meeting but it was noted that he had also advised the CC of his support to stop the charges.
It was noted that many of the people who will be adversely affected are older people who use the park multiple times a day to walk dogs or to get exercise.
Chair noted that Scottish Government are looking for people to get more exercise and fresh air but charging them to access it goes against that.
It was also noted that it is one of the only amenities that upper braes residents have as everything else is focused on the larger areas around Falkirk and Grangemouth.
3. IRISS – Getting There
Stuart from IRISS contacted the CC to ask for some feedback Reponses on the Getting There project. CC to respond.
4. Avon Gorge
Avon Gorge is closed until 28th April at earliest to repair problems with subsidence. Questions were raised regarding the proposed new bridge. Cllr Kerr said that West Lothian Council and Falkirk Council both have funds set aside for the project and Scottish Government are looking at it for the next major project which will be funded in 2021. Cllr Hughes noted that Angus MacDonald MSP raised the issue at Scottish Parliament and asked if project date could be brought forward.
Long term closure for this project will have significant impact on local communities but it was noted that current fixes are merely a sticking plaster and have cost implications for the council.
5.Celebrate CC’s campaign
Scottish CC’s which is run by Improve Service is asking community councils to promote their achievements or things that make you proud of your CC on Twitter throughout April.
6. Signs on Vellore Rd
It was noted that signs on Vellore Rd have been vandalised with someone spray painting 80 on the 30 sign and removing the Maddiston from the village sign completely.
AOCB
1. Resident noted that Vellore Rd will likely be shut again for gas and water mains work into the Persimmon site. CC will watch for any traffic notices and share with community.
2. Cllr Kerr opened a Ankar of the Somme branch in Falkirk which is non-religious and not party affiliated. It wants to support the British Legion pledge to plant a ribbon of poppies and is selling poppies. All money will go to the Poppy Fund.
There will also be an event held on May 26th to celebrate 100 years of RAF. The RAF 100 year baton will be coming to Grangemouth for the event as well as a fly over and pipe bands.
CC agreed to purchase £10 of poppy seeds for the village. It was suggested that they were planted next to the Ion centre on the vacant land.
3. Vice Chair met with Marnie from CVS regarding community fun day. It is unclear if the event is continuing. Concerns were raised regarding lack of communication and role of the CVS development officer as there seems to be a concern that the role is trying to achieve things that already exist in Maddiston.

1. Resident noted that Vellore Rd will likely be shut again for gas and water mains work into the Persimmon site. CC will watch for any traffic notices and share with community.
2. Cllr Kerr opened a Ankar of the Somme branch in Falkirk which is non-religious and not party affiliated. It wants to support the British Legion pledge to plant a ribbon of poppies and is selling poppies. All money will go to the Poppy Fund.
There will also be an event held on May 26th to celebrate 100 years of RAF. The RAF 100 year baton will be coming to Grangemouth for the event as well as a fly over and pipe bands.
CC agreed to purchase £10 of poppy seeds for the village. It was suggested that they were planted next to the Ion centre on the vacant land.
3. Vice Chair met with Marnie from CVS regarding community fun day. It is unclear if the event is continuing. Concerns were raised regarding lack of communication and role of the CVS development officer as there seems to be a concern that the role is trying to achieve things that already exist in Maddiston.

The convenor opening the meeting and thanked everyone for making it to the rescheduled meeting.
Police Report
Police apologized for not making last meeting due to police duties. There were 26 calls for March, of these 5 crime reports were raised which included theft, drug related crimes, forgery and attempted murder). It was noted that the attempted murder was linked to the drug related crime and posed no threat to the safety of the wider community.
There were 64 calls for the month of April, which resulted in 13 crime reports being raised. These included domestic incidents, road traffic offences, vandalism and breach of the peace. PC MacKie noted the increase in calls relating to motorbikes and quad bikes have started to increase due to lighter evenings. It is something that the police, antisocial behaviour team and housing team are working closely on.
The Chair noted that the issue with the van entering the path via the footpaths has not occurred again as Falkirk Council installed a bollard at the start of the path to prevent vehicles accessing it.
1. Invitation for Junior Award Ceremony
The CC received an invitation to the Braes High School Junior Award ceremony on 15th May. Vice Chair to attend. Secretary will RSVP.
2. RAF Century Event

3. Planning Issues
Shieldhilll & California CC are fighting a planning application and have requested Maddiston CC put in an objection to the Standrigg site as it is in the boundary of Maddiston CC. It was noted that this site has very little impact of the village which is why there had been no representation from Maddiston CC. SCCC have hired a QC to represent them at the Reporter.
Cllr McLuckie suggested that the reason behind SCCC fighting the Standrigg site was to try and change a decision for a second site at Hillcrest, however FC are against the Standrigg site which was refused unanimously at full council meeting.
It was noted that the only issue that affects Maddiston for the Standrigg site would be a possible increase of traffic and that a representation will be sent regarding that issue.
4. Maddiston Salvation Army Youth Club
The Salvation Army are looking at taking children from the community away for a break and are looking for ways to raise money. Due to the nature of the Salvation Army, they are not allowed to received money raised by gambling which means they can’t access lottery funding or fund raise by the usual methods such as bingo or tombola’s. Anyone that has fundraising ideas can contact Maddiston CC.
5. Meeting with Claire Menim regarding Muiravonside Park
Representatives from four upper braes community councils met with Parks Manager, Claire Menim, to discuss the introduction of park charges. The community councils were deeply unhappy that Falkirk Community Trust would not respond but instead sent someone who we have worked closely with but who could not answer any of our concerns or questions. There are huge concerns about the cost of installing the parking barriers and the likelihood of them raising anywhere near what is expected.
All the CC’s that attended the meeting were in agreement that the park should work towards being self sustaining but suggested there were better ways to raise money as has been shown in parks in other areas.
Maddiston CC have put in several Freedom of Information requests to FCT to find out running costs for Helix and Calendar park as well as how much money the parks bring in towards self sustainability.
Cllr McLukie noted that there was a review of the Trust as there have been concern that it is not working as well as other Councils and Trusts work together and that the person to try and meet with would be Maureen Campbell.
Cllr McLuckie, Cllr Hughes and Cllr Kerr have all given their support to the CC’s regarding the park and MSP Alison Harris has also offered her support.
6. Avon Gorge
The Avon Gorge is due to reopen 25th May. Cllr McLuckie noted that they hoped it would be open by next Saturday.
7. Damaged play equipment.
CC to talk to FC regarding damage to the toddler play equipment after a child got stuck and had to be removed by the fire service. The park is still safe to use but would obviously like to have the climbing apparatus fixed.

Members were called to a meeting and were concerned that a number of sites have been put in or changed, including changing the Fire Station site to residential over business. CC hope that the Cllrs will continue to support the request to keep it business.

It was noted that for six years the CC organised community litter picks but they were badly attended and never attended by the people that requested the clean up. The resident noted that the school children should be out picking up litter and there should be cameras set up to catch litter louts. A second resident noted that the school does go out and collect litter as well as the local cubs and beaver groups. It was also noted that with FC budget’s tight then litter cameras are not a priority when services are being cut back to the bone.
If an area is particularly bad it can be reported to Falkirk Council and CC will look into community payback team tackling particularly bad spots. People can also organise their own litter pick through Keep Scotland Beautiful.
3. Resident raised concerns about GreenBelt who own several pieces of land around Maddiston but do not maintain them. It was noted that any overgrown thorns or trees can be returned to the owners land. MCC to try and chase GreenBelt but have had previous experience with land by trench and they have not been cooperative.
4. Resident asked if any of the pot hole funding would be used on the footpaths. It was noted by the chair that FC would most likely fix the most serious spots with the money. Pot holes can be reported on the council website.

The chair opening the meeting and thanked everyone for attending. Before starting chair raised that CC meeting was a place to raise issues that impact the wider community and personal issues were not appropriate to be raised at these meetings, these should instead be taken to the Councillor surgeries. There were 79 calls for the last month which included a significant number regarding Vellore Road and the new development construction causing traffic issues. PC Mackie has spoken to site and the foreman is aware of the issues. It was noted that there was a code of conduct for other sites in the Falkirk area, so this may be worth looking into. It was raised that the trucks start coming through the village very early in the morning.
There were 11 crime reports raised for Assault, Domestic crimes, Vandalism, Road traffic, drugs, theft, however there were no recurring issues that would affect the wider community.

The council has refused planning for houses beyond Kings Seat Place citing a number of reasons. CC will await to see if developer appeals.
2. Public Procession
Orange Lodge has requested permission for a public procession on 30th June. No objections or comments were raised at the meeting.
3. Litter and Dog Fouling
Community Safety Team have made the CC aware of an issue at the park entrance in Cairymount Avenue. Dog walkers have been leaving a pile of dog waste where a bin was previously sited, but is no longer there. Community Safety has asked us to make people aware that leaving waste anywhere other than in a bin is an offense under the Dog Fouling (Scotland) Act 2003 and carried a fixed penalty of £80 and that they will be carrying out patrols in the area.
Resident raised possibility of getting a bin on the bottom of Vellore Road as this is a hot spot for fouling. CC to look into request.
4. CVS
As noted at previous meeting CC was to meet with CVS regarding community day. During the month Chair was ask to attend a chat alone with CVS rep in the community, who then turned up with other CVS reps. Chair felt that this was unreasonable and that she had been put on the spot. A complaint was made to CVS but the response unsatisfactory. CC have made the decision to withdraw from working with CVS on the event.
5. Muiravonside Park
Further to last meeting, CC have arranged to meet with head of FCT next Thursday regarding the introduction of parking charges at Muiravonside. FOI’s were requested regarding spending at Falkirk parks compared to Muiravonside which came back to show that Muiravonside has a fraction of costs of other parks in the area. Representatives from other CC’s to also attend. Support and representation from our Upper Braes Councillors was also requested.
6. Hair Dressers
The owner of the Hair Dressers on Vellore Road recently passed away. The new owner of the shop has closed the hair dressers. Future plans for the site unknown, however meeting agreed that any request to change the land from commercial use would not be acceptable.
8. IT grant
FC have decided to give all community councils £500 towards IT in lieu of applying for a grant if needed. It was noted that Maddiston CC already have money ring fenced from previous grant and have no current need IT equipment. Anyone with ideas of how it could be used can raise at next meeting.
9. RAF Centenary Event
Chair attended event in Grangemouth. Vice Chair also attended Prize Giving event at Braes High which was very enjoyable.
10. Democracy Matters Consultation
There is a consultation open for the next six months open to people to comment on shaping local democracy. NS to post link on website and social media.

Chair attended a meeting with the James Hutton Institute who are gathering evidence for a white paper on the use of sewage sludge and regulation around it. It is an issue that caused a lot of problems in Upper Braes due to sludge being spread in ways that contravene guidelines on safe use. It was suggested that the Norwegian model should be copied going forward to deal with sludge.
12. Treasurers Statement
There are issues with previous years accounts with 2015/16 not being sent out to be signed and 2016/17 going missing after handing into accountants. Treasurer has requested statements and accounts will be sorted. 2017/18 currently submitted.
Closing statement 232.00 in petty cash and 2561.32 in bank account.
It was noted that much of this money is ring fenced from grants and that suggestions on how to use the remaining community safety money which has been sitting for many years, were welcome.

1. Pedal for Scotland
It was noted that the information booklet has been published for the route in September. It was raised as to how the building work on Vellore Road would affect the race as the road quality is not good but suggested that an event as large as PfS would carry out route checks in advance.
2. Roads
CC received a number of complaints regarding issues with roads this month. Issues included an ambulance being unable to turn in Simpson Drive, issues on Parkhall drive at school pick up time and issues with cars double parked or blocking drives on California Road. FC Roads Department were contacted regarding first two issues but will not be taking any action. CC put out a request on social media to ask people to be considerate and take care when parking.
3. War Memorial
A member of the community approached the chair, upset at the War Memorial being used to play by a young child on a balance bike. It was also noted that a coping stone had been knocked loose. CC will remind community that it is a place to be respectful and not a play area.
4. FCT
Members of Maddsiton CC, Standburn CC and Brightons CC met with FC of FCT to discuss Muiravonside Park. Concerns still remain over FCT running of the park and long-term future. It was suggested that it may be better served by a community group. Enquiries to be made into feeling of local CC’s and other community groups in Linlithgow.
5. Scottish Water
Scottish Water issued a press release asking people to be sensible with water over the hot period. This was posted on CC social media. Further advice on heat stroke and a message from police Scotland regarding leaving dogs in cars during the hot weather was also shared on social media.
6. First Bus
First Bus have a survey out on proposed changes to routes to take effect in August. Changes for Maddiston involve the bus changing so that it no longer goes to Hallglen but will go to Camelon and Dunipace.
Chair noted that there is a bus that runs from Forth Valley Hospital to Glasgow Airport and questioned the need for this. CC to look into this.
7. Family Centre Mad Hatter Party

All finances and accounts are now up to date after the loss of previous years after being submitted to the accountants. Chair and Treasurer signed off on the accounts.
Currently £1041.80 in community safety fund, £354.31 in community action plan fund, £121.01 in computer equipment fund and £27 in defib project. Falkirk Council have also paid a grant of £933 which is £500 for IT equipment and £433 for running costs.
2. TTROs
Two traffic orders were received. One for double yellow lines to be installed at the corner of James Smith Avenue and California Road and a second for a public procession on Sat 4th Aug between Laurieston and Wallacestone.
3. Disabled parking bays
A member of the community queried how to get disabled bays removed from outside house after previous resident that required the bay no longer lives there. A member advised that you can contact Abbortsford House to ask them to remove it. The bay is not removed but signage is and resident receives a letter to confirm it’s no longer in use.
4. Maintenance of unused buildings
The old hairdressers building is being left to go to ruin after previous owner passed away. The community empowerment bill enables communities to take on neglected properties so CC to look into finding details of new owner and what can be done to keep it as a community asset.
5. Council property maintenance
A number of complaints regarding the state of gardens of council properties being overgrown, full of mess and unsightly. It was noted that private rentals must keep property in good order so it is not unreasonable to expect council rented properties to also carry out basic garden maintenance. CC to contact Councillors for advice.
6. Maddiston Primary School
There was an Article in the Falkirk Herald regarding Maddiston Primary School and further portacabins. It was noted that FC should not be building more houses in the village until the school capacity issues are resolved. Also noted that funding is in place for extension to school to be completed by 2021, any further details on this proposal to be brought to the CC when they become available.

Police Report
There was no police report received this month. Community safety report had no calls from Maddiston area.
1. Braes High School
The Head of Braes High School gave a presentation on the progress of attainment for pupils at the school. It was very positive, with very high attainment levels at the schools at all levels. Two senior pupils also gave short presentations on aspects of pupil life and highly praised the supportive nature of the school environment.
2. Braes Storehouse Food Bank
Madditson CC were contacted by Braes Storehouse foodbank who will be creating a storeroom within the area and have provided referral forms that can be submitted.
3. P/18/0151/PPP - Land to the North of Kings Seat Place
This planning application has been appealed. Cllr McLuckie noted that this is an LRB which means the appeal is heard by selected members of the planning committee who make the final decision and it cannot be appealed to the Reporter. CC will monitor the application and have already submitted objection.
4. Road Closures
Pedal for Scotland is on Sunday 9th September which brings a number of road closures along the Main Street and Vellore Rd. There is also a closure at Muiravonside Kennels for utility work.
5. Request for financial support from SCCC
CC received a request to help funding a QC to represent CC's at the Scottish Government's Public Consultation regarding Strategic Environmental Assessment on UOG. A discussion was held and it was decided that the CC should use limited finances for priorities of the community. It was suggested that crowd funding could be set up which would allow individuals who supported the initiative to contribute rather than the CC, which has to represent the view of the entire community.
6. Meadowbank Cars4U
The local charity which provides transport to appointments for cancer patients from Meadowbank surgery is holding a fundraiser in November. Details of the Bruce Davies concert for Meadowbank Cars4U can be found on the CC social media pages.
7. Centenary Armistice
It is the 100 year anniversary of the end of WW1 so CC will look to doing something more than normal Armistice service. Suggestions included asking local air cadets, brownies and scouts to take part, or doing something to remember the individuals who died during WW1.
8. Community Safety Fund
It was noted that the CC has ring fenced funds left from legacy projects that has been sitting in the funds for many years. Suggestions for using the money included leaflets regarding telephone phishing scams, door to door traders and internet safety advice. Suggestions were also put forward regarding road safety issues including a trophy for the school that goes to the class which has the most children walking to school, or high viz bands for children that can be worn in winter. It was also noted that the new school bollards, funded by the parent council, have been making an impact at the school regarding parking and was perhaps something that could be expanded. Other suggestions included bells for purses and metal card holders to protect from RFID scanning of cards. All suggestions will be looked into.

The Chair welcomed everyone and opened the meeting.
Police Report
There were 43 calls in September of which 5 crime reports were raised. These crimes included Domestic assault, Disorder, Fraud, Theft from petrol station and possession of a knife.
Chair noted the huge decrease in calls to police and crime reports raised over the last five years and thanked police for their continued work in the area. It was also noted that there were less calls regarding off road bikes recently, and due to the darker nights this will likely remain low over the winter months.
Resident raised question regarding cars parking on the pavement. PC Mackie noted that if a car has all four wheels on a pavement and is causing an obstruction, the police can be called to deal or remove the car. Some traffic issues are being transferred from police to local council and new traffic wardens will be in the Falkirk area soon. Local police officers are working with council to ensure hot spot areas are covered.
1. LPD2
The new local development plan is now out. The plan is used by Falkirk Council to set a number of criteria for future planning in the area. This plan will run to 2040. Overall the plan is very positive for Maddiston, with only new housing ring-fenced for elderly village, school extension and restricting the Fire Station site for retail, community or recreation use. CC to add comments to LDP.
2. Armistice
This year’s Armistice falls on the 100th anniversary of the end of fighting in WW1. There will be a short service at the war memorial led by the Salvation Army. CC looking to put in crosses for all members of the community that died during the war and will ask the school if they would be involved in this process.
Representatives will be sought from primary school and high school to lay a wreath.
CC agreed to pay £51 on wreaths for representatives from CC, Braes High and Maddiston Primary School to lay at the Maddiston war memorial.
3. Community Safety Fund
CC members met to discuss suggestions raised at last meeting regarding spending the safety fund that left over from previous events. It was decided that leaflets will be created with the help of Police Scotland regarding phone scams as this is something that particularly affects older members of the community who may not be reached by the many online safety campaigns. CC to speak to Post Office and Pharmacy to get the leaflets to older people in the community.
4. Community Engagement / Art Project
CC met with members of Nadfly and Falkirk Council regarding a project that will be carried out in Maddiston between now and March. The idea is to hold events that create lanterns with little lights that people can then hang in their windows or porches. The project will aim to light up the community for a night walk in February. There will also be a long-term art installation as part of this project to get people walking and cycling in the community. This is an exciting project and we encourage as many people as possible to consider getting involved.
5. Christmas Concert
This year’s Christmas Carol Concert will be held on 21st or 14th December depending on availability of school let. Salvation army band and choir will be in attendance. Mr Campbell was asked at the meeting if he would take the service.
6. Licencing Board consultation
CC to read consultation and respond.

Police Report
There were 63 calls (12 duplicates) for the month of October, which resulted in 7 crime reports. The crimes recorded included taxi fraud, theft, threatening and antisocial behaviour, and assault.
Resident raised concerns about Persimmon contractors blocking pavements, but it was noted that due to the time occurring and nature of issue being at the cross over between night and morning shifts, it would be unlikely to result in police officers being able to attend. It was also noted that parking on a pavement is only a crime when someone trying to walk on the pavement can’t pass, at that point they can phone 101 and report the issue.

Members of Nadfly art studio attended the meeting to discuss the community art project is conjunction with Paths for All and Take the Right Route. There will be community workshops held in Maddiston Community Centre on 22nd and 29th November. People who come to the workshop will learn to make the lanterns and be able to pass the information on to other groups and individuals.

Falkirk Council have released proposed cuts, including large reductions in school budgets. It was raised that Audit Scotland criticized Falkirk Council for cuts going against SOLD plan. Meeting agreed that cuts to community centre and education have huge impact on communities with deprivation.
Cllr Hughes noted that they have not received their budget from Scottish Government yet and no decisions would be taken until February.
A member of public has set up a petition to save Maddiston Community Centre and local groups have written to the Council regarding the impact that cuts in these services would have.
2. Christmas Carol Service
The annual Christmas Carol Service will be held on 14th Dec in Maddiston Primary School. The service will be taken by Mr Campbell from the Evangelical Church.
3. Community Safety Campaign

CC was contacted several times regarding support for fracking issues raised by Shieldhill and California Community Council. It was noted that when raised at meetings or online, there was not enough interest from the community in this project to allow CC to take a stand. The CC’s role is to represent the voice of the community to Falkirk Council or other bodies.
