MATTERS ARISING
Chair welcomed everyone and wished everyone a happy new year.
Policing
There were 49 calls for December with a number of crime reports raised.
2 reports regarding antisocial behaviour, one regarding stone throwing and a second regarding mini motos.
3 reports regarding minor assaults
2 thefts from motor vehicles and one from an outbuilding
There has been a spate of house-breakings in the Upper Braes area, people are asked to be aware and to report any suspicious behaviour to the police.
The secretary raised an issue of youths riding BMX bikes up Vellore Road and across the Main Road at speed to use the ramp by the Salvation Army building. The youths are causing no damage or nuisance however there are concerns about their safety as the Main Street is busy and they are doing this in the dark. Mrs McGlynn offered to raise the issue at an assembly.
Community Safety Team
There were no calls of youth disorder or vandalism in December.
There was one complaint of dog fouling, one regarding drug taking and fly tipping continues to be a problem.
Outstanding Issues
1.Emergency Parking
It was noted that in the event of heavy snow the Skid Pan of the Fire Station HQ. It was agreed with Falkirk Council that the area will be gritted and cleared to provide a place for people to park in order to keep the Main Road clear and allow ploughs and gritters to get through.
2. Greenspace Funding
A native hedgerow will be planted along side the path towards the burn the park. The planting will be carried out by TCV. The cost of the hedge will be £207 for 400 native whips.
The chair raised the possibility of planting willow in the marsh area of the park. It was suggested by J. Patterson that the community council discuss this proposal with the ranger service.
3. Football Park Drainage
The community council originally earmarked £5k from the green space money to improve the drainage of the Welfare football pitch. It was agreed that this will be raised to £10k to help secure other funding.
The secretary suggested that the football team should be involved in the project and arrangements will be made to meet with the local football team to discuss the project.
4. Defib Project
The community council commended the work that Norrie Brown regarding the Maddiston Defibrillator project. Enough funding has now been secured for 3 defibrillators including donations from Maddiston Primary PSA's santas collection. Norrie is also putting in his own funds to buy training equipment. The community council have applied for funding to the FC Communities Fund in order to help fund the cabinets required to house the defibrillators.
Mrs McGlynn noted that one of the defibrillators will be situated outside the school with training to be offered to teachers.
5. Poetry Trail
On the 30th of January visitors to Muiravonside Country Park will be able to enjoy the new Sculpture and Poetry Trail designed especially for the site. Local people and artists got involved in the design of the seven pieces. A special opening event will take place between 1pm and 3pm on Saturday 30th January.
The is a Friends of Muiravonside meeting on 30th January at 4pm, all welcome to attend.
6. Local Plan
The Local Development plan has now been adopted and the consultation for the LDP2 is now underway. The community council have contacted Planning Aid Scotland to find out what steps are required to ensure that Maddiston and Polmont are not included in the same boundaries for the next plan. Due to the large population increase in the Maddiston area it is considered that being included within the Polmont area plan disadvantages Maddiston as the village is seen to have sufficient access to facilities such as medical facilities, shops and leisure facilities despite these all being located in Polmont and not being readily available to Upper Braes residents without access to a car.
The high cost of public transport was raised by the chair in relation to this.
7. Community Centre
A number of community centres are earmarked for closure due to Falkirk Council's budget cuts, fortunately it appears that Maddiston Community Centre will remain open however it was noted that in order to secure the future of the centre people are encourage to make use of it. There are a number of regular events on such as the credit union, cafe , IT classes. The cafe runs on a Friday and is always looking for new volunteers.
8. Planning
There are a number of planning applications waiting to be called into the next Falkirk Council planning meeting at the end of January. These include the mast on Main Street, the road linking to A801 and the golf course turbine.
AOCB
1. Fun Fair
Michael Stirling owns a family fun fair and would like to bring a fair back to the village in June. It was originally proposed to be on the grass behind the war memorial, however suggestions were offered suggesting that the Skid Pan behind the fire station would be a more suitable place.
The community council have offered their support for this project and it was proposed that it could coincide with the Summer community fete organised by the Community Centre and School. Assurances were offered over noise levels, security, alcohol free and safety and boundary control.
2. Mining Museum
The Mining Museum in Newtongrange is looking for information on mining memorials. The chair will advise of the local one for Standburn and Muiravonside area which covers the Maddiston Pit as well as the Maddiston memorial which reflects the sacrifice of men in the village who mostly worked in the local collieries and quarry.
3. Maddiston Primary
Mrs McGlynn, the new head teach of Maddiston Primary, attended the meeting to introduce herself and discuss some of the points raised regarding the school.
A number of issues regarding the capacity of the nursery and primary school were raised. Mrs McGlynn offered a tour of the school and new nursery unit. The next Parent Council meeting will be attended by members of Falkirk Council to discuss the future projection and capacity of the school.
The community council raised the troublesome issue of the trench, safe route to school over Nicolton Road and an increase traffic on Glendevon Drive if the A801 link road goes ahead. The ongoing discussions between Housing Dept and Education Dept of Falkirk Council over the piece of land at Parkhall drive was raised with frustrations over the number of years it is taking to resolve this issue and transfer the unused land so that it can be used by the school pupils.
Concerns were also expressed about future housing developments and the pressure it would put on the school.
4. Orchard
There is the opportunity to be a part of an orchard project with the Forth Environment Link if there is interest in the village perhaps also involving the school children.
5. A resident raised the overgrown vegetation blocking the path between the Fire Station and the Post Office. It was noted that this was raised with Falkirk Council back in the summer and the community council were advised it is on a maintenance schedule to be completed before winter. Members of the community council advised that they would look to see if it could be trimmed back as soon as possible.

Policing
The community council noted that the new format of police report is not as useful as the previous one and expressed a desire to return to the old format. PC Wallace noted that other community councils have made similar comments.

The fire service declined use of the skid pan as the Fire Station is closing and hopes to sell the land. Stirling Fun have applied for an event licence to hold the fair on the land behind the war memorial.
2. Local Development Plan
Maddiston is working on a document to separate Maddiston from the ‘Polmont Area’ as being link in with Polmont gives an unfair picture that Maddiston has access to facilities such as shops, library and medical centres all of which are in Polmont and are not easily accessible without a car.
It is important to ensure that new housebuilding also bring new facilities, road improvements and an extension to the school.
3. Planning Applications
There were two planning applications from Maddiston that went to committee. The wind turbine on the golf course and the mast on the main street. Both of these will have site visits on Monday 8th February.
There are no updates on the A801 application.
4. Land at Parkhall Drive
The school is keen to use the vacant land owned by Falkirk Council at parkhall drive. Education department is due to report back on the possibility of land swap as land is currently owned by housing department and must be purchased or swapped for a comparable piece of land from Education Dept’s books.
The community council noted that it is unfortunate that the school cannot have access to the land while keeping within housing department if it were to be sold in the future .
5. Climate Change Fund
Maddiston Community Council are working with the Muiravonside Growing Area and a number of local schools to create a bid for the KSB climate change fund. This will fund a number of community growing projects in the local area.
Cllr McLuckie suggested also involving Whitecross.
6. Fire Station
The Maddiston fire station site is set to close imminently and will be put up for sale. It was noted that the community would like to see the site remain as an enterprise area over housebuilding. This will be raised to try and ensure that this is put into the next LDP.

1. Trench
Residents raised the issue of the trench. The community council noted that a number of attempts to arrange meetings with the relevant parties had been unsuccessful and it was suggested that house owners consider talking to a lawyer regarding their issues. A local resident asked if the community council would be able to provide them with any correspondence regarding the trench that they could take to a lawyer.
2. It was noted that the burn at the bottom of Cairneymount Avenue keeps overflowing as it is full of branches and leave.

Policing
A 7% reduction in antisocial behaviour has been noted in the Braes area year on year.
There were 55 calls for February which is in line with the national average. 14 crimes were recorded of which 6 were detected.
The Community Safety Team sent their apologies for not being able to attend in person but provided their monthly report.
There were 2 complaints of dog fouling and they are continuing to monitor the old folk hall for problems with antisocial behaviour.
Outstanding Issues
1.Defib Project – Norrie Brown and Victoria
There have been two defibrillators purchased with funds raised from the Maddiston Defibrillator project. Now awaiting funding to purchase secure cabinets that will allow the defibrillators to be placed around the village.
The project will be rolled out in Maddiston and Rumford with hopes to extend to Brightons and Polmont. It is already being mirrored in California and Sheildhill.
Norrie and Victoria will be running a number of training sessions to teach people how to use the defibrillators at the Golf Club. Details will be put on the cc website.
2. Dog Fouling
A number of complaints have been made regarding dog fouling in the tunnel by the shops. It was noted that Millbank Terrace is also particularly bad. The community council will contact the community safety team to see what can be done.
3. Cars 4 U
Cars4U would like to note that they have now completed registration to formally become a charity.
4. Funfair
The Stirling family fun fair have had their attempt to hold a fun fair in the village rejected by Falkirk Council. The site behind the War Memorial was deemed to be unsuitable due to proximity to houses and the war memorial. The skid pan of the Fire Station was turned down as the fire service hope to sell the land as soon as possible.
The chair will write to Falkirk Council to express frustration at the council’s decision being made without discussing with local residents.
5. Climate Change Fund/Community Growing Area
The Growing area now has a committee made up of plot holders to oversee the running of the area. The CCF projects should know if funding has been successful later this month, part of this project will include creating Tasty Spaces in the village and the community council are looking for volunteers to get involved.
6. Sludge Update
A report was published on the consultation regarding spreading of human waste. Some of the main points raised by Standburn & Avonbridge Community Council were taken on board, including strengthening SEPAs powers and introducing fit and proper person tests. The chair expressed concern that it did not go far enough.
7. Valley Park
There are a number of events coming up in the park including creating scrub at the Murray Crescent end of the park and planting a wildflower meadow at the Main Street entrance. Other improvements to the park include new hedging down the main path, to improve biodiversity and thinning of trees.
A resident raised possibility of solar lighting along the path.
8. CVS Project
There is a pilot scheme by CVS to look at improving the life of communities in Falkirk. Maddiston will be included in the pilot scheme and are looking for input from the community about problems living in the Braes.
10. Memorial Stones
The cc are working with the history group to get funding for memorial pavers to go around the war memorial. The cc are awaiting quotes back for the stones before the application can be submitted.
11. LDP
Draft document for the LDP is being put together to ask for Maddiston to be removed from the Polmont zone in the next LDP.
12. Persimmon Homes
A pre application notice was put in from Persimmon for the land at the bottom of Vellore Road. It was noted that this if further small house building that brings little planning gain into the village.
13. Litter Pick
There is a community litter pick in Valley Park on Saturday 5th March at 1pm.
14. Prayer Day
The Evangelical church are having a prayer day and will be visiting house bound people, they wwould like the community to let them know of people that may need a visit.
15. Traffic Orders
There are a number of traffic orders in the village.
Nicholton Road is closed
The Avon Gorge will be closed each weekend in March
California Road will be closed
Main road will is being resurfaced.
AOCB
1. Book Launch
David Leask from local history society has published a book on those people from the area that lost their lives in the war. The cc will help organise a book launch on 2nd April to promote the book.
2. Nicholton Road
The chair has written to FC to ask that verges and passing places be improved on Nicholton road while the road is closed for the bridge replacement.
3. California Road
Concerns were raised about an increasing number of incidents on California Road. It was noted that traffic calming measures may be adding to incidents rather than helping.
4. Brae High
Ian Livingston, head of Braes High attended the meeting to introduce himself to the community and seek to work closely with local communities. The community council were invited to be a part of the schools improvement plan meeting.

There is a pilot scheme by CVS to look at improving the life of communities in Falkirk. Maddiston will be included in the pilot scheme and are looking for input from the community about problems living in the Braes.
10. Memorial Stones
The cc are working with the history group to get funding for memorial pavers to go around the war memorial. The cc are awaiting quotes back for the stones before the application can be submitted.
11. LDP
Draft document for the LDP is being put together to ask for Maddiston to be removed from the Polmont zone in the next LDP.
12. Persimmon Homes
A pre application notice was put in from Persimmon for the land at the bottom of Vellore Road. It was noted that this if further small house building that brings little planning gain into the village.
13. Litter Pick
There is a community litter pick in Valley Park on Saturday 5th March at 1pm.
14. Prayer Day
The Evangelical church are having a prayer day and will be visiting house bound people, they wwould like the community to let them know of people that may need a visit.
15. Traffic Orders
There are a number of traffic orders in the village.
Nicholton Road is closed
The Avon Gorge will be closed each weekend in March
California Road will be closed
Main road will is being resurfaced.

1. Book Launch
David Leask from local history society has published a book on those people from the area that lost their lives in the war. The cc will help organise a book launch on 2nd April to promote the book.
2. Nicholton Road
The chair has written to FC to ask that verges and passing places be improved on Nicholton road while the road is closed for the bridge replacement.
3. California Road
Concerns were raised about an increasing number of incidents on California Road. It was noted that traffic calming measures may be adding to incidents rather than helping.
4. Brae High
Ian Livingston, head of Braes High attended the meeting to introduce himself to the community and seek to work closely with local communities. The community council were invited to be a part of the schools improvement plan meeting.

Policing
There were 13 crimes in Maddiston in March. 5 have been detected and 6 have enquiries ongoing.
PC Towler noted that there had been progress regarding off-road bikes in the parks and the Community Safety Team had approached the owner of a bike and passed these details on to the police who will look to seize the bike.
Residents raised concerns about cars causing problems during the night with backfiring and speeding along the main street. The registration plate of the car had been taken down and will be passed to PC Towler.
Community Safety
There have been 2 issues of dog fouling in the area and progress on the off-road bikes in the park, as was discuss on police report. There has been an increase of complaints of youths being noisy but most have been resolved by chatting with the youths.
Outstanding Issues

The Community Council have completed the document that makes the case for rezoning Maddiston away from Polmont in the next LDP. It is felt that Maddiston should be zoned with the upper Braes communities which associate much more closely with our own community. A copy of this document will be passed to the relevant departments in Falkirk Council as well as to our Councillors who it is hoped will support this move.
Cllr Hughes and Cllr McLuckie noted that they were happy to support this action.
It was also suggested that this is the time to ensure that the Fire Station is rezoned to ensure it stays an economic area.
2. Family Fun Day
A meeting was held on 7/4 with members of the Community Council, Councillors and members of Falkirk Council regarding holding a fun fair in the village. Concerns were raised regarding antisocial behaviour, noise and damage that may be caused to the war memorial and grass. The Community Council will contact neighbouring houses to the suggested area to gauge the support for this.
Cllr McLuckie offered to contact Fire Brigade and suggest that the skid pan behind the fire station be allowed to be used on a one off basis before the land is sold.
3. Football Pitch
Funding has been received from Sports Scotland for improvements to the Welfare football pitch. The Community Council are very grateful to Falkirk Community Trust for their help in securing this funding. It will make a huge difference to the community to have a pitch that has proper drainage.
4. CVS
The CVS are working on a project to understand the Meadowbank area. There are huge differences in the upper and lower Braes communities and the problems that they face. A document is being put together to show the concerns and problems faced by the upper Braes communities. The next meeting is 13/4.
A resident raised point of loneliness faced by older people who cannot get out and about. It was noted that a number of projects had been tried in the village but the problems faced were accessing those people that need help.
Cllr McLuckie suggested that it may be possible to contact Meadowbank Social work team who could reach out to home helps that would be able to take information to those that would benefit most.
5. Tree Planting
The trees from the Woodland Trust have been planted in Valley Park to create an area of scrub. Further tree planting and creating a wildflower meadow will take place in the next month with the help of TCV. The community council will be looking for volunteers to come and help sow the wildflowers and plant some trees on the planting day, more details will be available closer to the event.
6. Trench
Further contact has been made with Barratt to resolve the ongoing issue with the Trench. A meeting will be held on 27th April with all interested parties in a bid find a suitable resolution. Invites will be sent out once a time has been confirmed.
It was noted that the community council have spent a large amount of time over the last few years to progress this issue and much frustration is felt from the lack of any resolution.
7. Footpaths
An update on the footpath linking Maddiston to Muiravonside was sought. The land for a path has been agreed but the final funding is not in place.
8. Community Planning Partnership
The community council were approached two years ago by an audit for Scottish Government. The Community Planning Partnership was found to be inadequate at consulting with communities but nothing more had been heard. The Community Council would like to learn where this project now stands. Cllr Hughes offered to look into this.
9. Land at Parkhall Drive
The land at Parkhall drive has still not been transferred to Education dept from Housing. It was felt that Education were trying to progress this swap and had offered land to swap. It was suggested that Housing should be making a greater effort to resolve this issue. The community council will contact relevant departments to ensure all parties are working to find a timely solution.
10. Battle of the Somme
2016 marks the centenary of the Battle of the Somme. The Royal British Legion are asking people to mark the event. It was suggested that a lantern on candle should be placed at the War Memorial on the eve of the anniversary.
11. Salvation Army
The captain of the Salvation Army is moving on, the community council would like to extend their deepest gratitude to David Robertson for all his support in the community and for taking the Christmas Carol concert and Armistice Day events over the last few years.

1. Rumford Garage
A resident asked about the closure of Rumford Garage. The garage is closed and has a planning application in to create retail units. This is not under the Maddiston and Rumford community council area but comes under Brightons Community Council, any comments on this application can be raised with them or by using the planning portal on Falkirk Council’s website.
2. Nicolton Road
There had been a suggestion of closure of Nicolton Road. It was noted that this is a well-used road that should be kept open.

The fire service agreed to allow a fun day to be held on the skid pan of the fire station. After concerns about the length of time the fair wanted to hold the funfair, cc withdrew support. It has transpired that Stirling Fun Fair has already spent money on licences for the event so the chair will contact Stirling Fun to discuss the issue.
2. Local Development Plan
The Councillors met with planning officers regarding the LDP regarding the rezoning of Maddiston in the LDP. It has been agreed that planning officers would meet with the CC to discuss concerns. The CC appreciate the support that the Councillors have shown on this matter.

There is a proposal for a planning application to create a retirement village in Maddiston. The plans will be on show in Salvation Army Hall on 1st June between 9am and 7pm.
The CC believe that there is a need for these sort of homes within the village and would like to see this type of house building over more family size homes which compound existing problems with school capacity.
5. Parkhall Land
It was suggested that the CC contact all parties involved in swapping land between housing and education.
6. Braes High
The CC attended a meeting with Mr Livingston to promote strong link with feeder communities. It was noted that Braes High will soon feel the squeeze from the 3-tier classes from Maddiston.
7. Trench
CC has been attempting to arrange a meeting with FC, Barratt and greenbelt to discuss future of the trench, however as of yet no suitable date could be agreed between all parties.
8. Growing Area
There is a plant sale for the growing area on 29th May at Muiravonside Country Park.
10. Valley Park
The wildflower slope has now been sprayed to allow wildflowers to be planted. £200 will be spent on wildflower plugs to supplement the seeds. Ornamental bushes such as buddleia will also be purchased to add some colour to the scrub around the edge of the park.

Community Planning Partnership – following queries raised by the chair last month regarding the status of the CPP, it was noted that community councils will be involved at a later point but the CPP only meet 4 times a year.
Fire Station – A new lottery fund has been created to support the new community empowerment act that will help cover running costs of community ownership projects for 5 years. Chair is meeting with funder to discuss fire station proposal.
The community council would like to express our best wishes to Hania Smith who is leaving FC Litterzone at the end of the month. Hania has worked very closely with the community council over the last few years and been extremely supportive of our litter picks and orphan land projects. We wish her all the best with her future endeavours.

- Getting There Project
The CC have started making videos as part of the Getting There project to find out people’s feelings about the area. It would be useful to get as many people to have a say as possible and more groups will be targeted after the school goes back. There is also an online version of the survey available on the MCC website and facebook page.
- Primary School
The CC were made aware that there were the same numbers of support staff for the old MPS which was significantly smaller. Concerns were raised about potential problems caused by more pupils in the playground which require more supervision.
The Cllrs noted that support staff was an area that had been cut in the recent budget cuts and other cuts included cleaning, building maintenance. The education budget is very high percentage of FC overall budget.
- Land at Parkhall Drive
Chair expressed exasperation at the time taken to transfer land between two departments at FC. It has been 5 years since it was first discussed. Chair contacted the chief exec of FC in an attempt to speed up process.
- Maddiston East Development
Consultation exercise by FC seemed a success with many residents giving input. Main issue was road link however it was noted that complication arise due to ransom strips. MCC await results of the consultation.
- Wind Turbine
Concerns were raised about the noise levels from the new wind turbine near the BlackBraes and whether they exceed limits that were set in planning application. MCC to contact Environmental Health to ask them to test the noise levels. It was also noted that when the developers first came they offered money to the community (as is happening in other areas) but the application was turned down and then overturned by the reported on appeal. MCC are keen to ensure that money promised comes to the community.
Residents brought up Gold Club turbine which has changed access route to have main access via Sunnyside Terrace. Concerns over further flooding if a new road is put in. Cllrs noted that a new road is ideal time to fix existing flooding problems and put in drainage. It was suggested that residents write to planning to inform them of flooding concerns even though application has already been granted.
- Wild flower meadow
The wildflower meadow at the entrance to the park has now been planted up. It should provide colour to the park from May to Oct in future years. Thank you to TCV for helping us to plant it.
- Fire Station
Pre-application notification has been submitted to build houses on fire station HQ site. Public consultation will be late September. MCC reiterated stance of not supporting further house building without significant investment in infrastructure in the area.
- Local Housing Strategy
An online survey is open to submit views on FC housing strategy.
- New Treasurer
MCC treasurer regrettably leaving Maddiston. Cllr Hughes noted “Norman will be a huge loss to the Maddiston Community”. NB will continue to attend next two meetings while a new treasurer is sought.
- Trench
After several months of unsuccessfully trying to arrange meetings between parties over the trench issue, MCC have agreed that this has been taken as far as it can. The next step if desired is taking legal action which must be taken by the affected residents.
- Bus Routes
The new subsidised bus routes were agreed by FC. It was noted that Maddiston would keep the early morning service but one service on a Sunday night was being removed. Other communities have been affected including losing entire routes.

- A resident commented on cutting back bushes at the shop after recent traffic accident, other residents suggested that the bushes didn’t block any view and don’t need cut.
- Resident raised issues of traffic at Manor Wynd/Haining Grove. Asked if there was possibility of getting lines or give way sign put up. Chair noted that Maddiston East Development could add to current road problems in this area.
- A resident would like to set up a facebook page for Manor wynd residents. It was suggested that it was set up under the CC account but felt that best way would be to create a new group with new email address.
- BoS Polmont Branch is to close. This will have a big impact on Maddiston and upper Braes communities. MCC would support action to keep this open but feel it should be led by Brightons CC.
- Safe Route to School – funding has been found to improve the safe route crossing at Nicolton Rd.
- Green bins – an article in the Falkirk herald was discussed regarding the green bin collection. MCC and residents present agreed that they had no problem with a 4 weekly collection for Green bins and recycling should be encouraged. The big concern many people had was the brown bin collection not being frequent enough for people with medium to large gardens. It was also noted that the council charge for pickups may be contributing to increase is fly tipping.
- Resident asked if any action of speed of cars on California Road – MCC to discuss with police.
- An application has been put in to access Participatory Budget grant. If MCC can access this grant it would allow small grants to be given to local groups.
- Cllr McLuckie raised car park at Muiravonside Church requiring upgrading as it’s used frequently by people accessing canal and local walking routes. MCC to investigate funding options and advise church.

6 youths have been charged in connection with the fire at Parkhall Farm.
For August there were 154 calls, 22 of which were recorded as crimes which is down from 48 crimes for the same period last year. The chair welcomed the low crime rates and the work that the police and community safety team have been carrying out in the area.

1. It’s Your Neighbourhood
Keep Scotland Beautiful run a campaign alongside the Scotland in Bloom competitions called It’s your neighbourhood. The aim is to encourage communities to come together and take a pride in their local area. Last year Maddiston Community Council entered for the first time and received a Level 3 award (Developing) however this year Maddiston has been awarded level 5 – Outstanding. Volunteers are always welcome to help maintain flower beds, planting or litter picks to ensure that we continue to improve the community.
2. Peddle for Scotland
The Peddle for Scotland event will come through Maddiston on 11th Sept this year. As a result several roads will be closed on that day with a large number of residents affected. As of the meeting we had been made aware of 3 people that had concerns about getting to work on that day as well as the impact it would have on local churches. Both churches advised that they would be altering their services on that day. People who need to get to work have been advised by Peddle for Scotland to park their car in alternative locations outwith the cycle zone. People who require disabled access should contact Peddle for Scotland to arrange an escort out of the zone.
The community council took issue with the fact that Falkirk Council had approved the traffic order with no consultation to the community, community council or indeed the local councillors who have also had complaints for businesses and individuals in other upper braes areas that are also affected. It was noted that the reason for the change in route this year is due to complaints about hills by the cyclists taking part in the event.
3. Scottish Multiple Index of Deprivation
The new data for SMIDs has been published. It was noted that the area in Maddiston currently ranks in the bottom 10% is also the area that has had further council house building which is compounding the issue. Lack of public transport, access to facilities and amenities as well as average income and unemployment are all taken into account.

-Application by Persimmon to put 60 houses on site H45 on front on Haining.
- Land at Parkhall Drive now being transferred to education after letter from Chair to head of FC and letter from MSP.
-Comms tower in Main Street. Although a number of houses in front of the proposed space have objected the community council has noted a balance must be had between protecting the aesthetics of the local community and ensuring that the community has access to mobile phone signals.

The community council will be meeting with the local primary and secondary school to seek views of younger people as part of the Getting There project into community attitudes of Maddiston and Rumford. The community council will also be asking local groups to take part in interviews. The survey is also available on the community council website and can be completed by anyone living in the Maddiston or Rumford area.
6. Car Park at Muiravonside Church
After a meeting with member of FC to discuss upgrading the car park as it’s used by many people accessing the canal and footpaths. It was agreed that it would be tarmacked by FC and benches would be donated with church to cover costs of installation.
A church elder asked about improved signage to notify and warn motorists of the entrance to the church.

A presentation was given by representatives from Barton Willmore regarding the Fire Station HQ site. A public exhibition will be held on Friday 14th October in Maddiston Community Centre between 2pm and 6.30pm to allow people to see plans for the site.
The site has potential for around 90 homes.
Chair questioned why public exhibition is during the day when many people are at work and will be unable to attend. Asked for possibility of extending to 8pm.

Maddiston CC have contacted PFS and will meet to dicusss the issues raised so that they can be improved to reduce the impact on local communities next year.

CVS attends the meeting to represent local communities however MCC suggested that they do not know local areas and the problems that areas have. The community empowerment act will allow community councils to have a role to ensure local communities voice are heard.

- There are already almost 400 houses planned for Maddiston in the current Local Development Plan.
- The sewage and drainage systems along the main street are old and unable to cope with further houses using them
- 90 houses will lead to a huge increase in cars using the main road, which will potentially be even more congested with parking as the fire station car park is currently used by house owners on Main Street to reduce congestion.
- Query why site can’t be turned into something that has an economic or social impact on the community like restaurant or hotel

Matters Arising
1. Braes High School
Mr Livingston and a number of pupils from Braes High gave a presentation about achievements for local pupils.
- 75 pupils came forward with achievements
- Various sporting, arts and volunteering achievements achieved.
- Posters and full lists will be provided to ensure that these achievements are shown in the community.
Braes High will be having a community café for young people and adults on 12/12/16 at 6.30pm. This will be followed by one for adults to promote health and wellbeing and will include speakers, videos and mini-sessions.
Mr Livingston handed out a handout of 2016 Results Analysis of Braes High pupils. The results are outstanding and the cc extended a congratulations to all pupils for their hard work.
2. Proposed Budget Cuts
The CC attended a meeting with a Finance Officer from FC. £20 million gap in budget will lead to a number of very hard choices for the council to meet budget demands. The council have put out a document of proposed cut and we highly recommend that people take the time to read and comment. It was suggested that there may be a need to bring together a Braes Forum to discuss impact cuts will have on the area.

Representatives for the Gilston Park Development gave a short presentation on the proposal to change the site to mixed use led by residential housing. An exhibition will be held on Thursday 3rd Jan in the Greenpark centre in Polmont.

There were 48 calls in November including 2 assault, 1 theft of fuel, 1 driving without insurance and 5 minor assaults.
Matters Arising
1. Gilston Park Development
Representatives for the Gilston Park Development gave a short presentation on the proposal to change the site to mixed use led by residential housing. An exhibition will be held on Thursday 3rd Jan in the Greenpark centre in Polmont.
2. LPD
Next stage of the draft plan passed by FC, due to come out to communities for consultation.
3. Community Planning Partnership
Maddiston CC attended CPP meeting this week to discuss how communities are represented. CVS attends the meeting to represent local communities however MCC suggested that they do not know local areas and the problems that areas have. The community empowerment act will allow community councils to have a role to ensure local communities voice are heard.
4. Welfare Pitch Improvements
There will be a community event on 15th January 2017 to celebrate the pitch improvements at the Welfare football pitch.
5. Stirling Amusements
Stirling Amusements have approached fire service and CC regarding holding another event at the site of the fire station if it's still available. It was pointed out that the skid pan is now full of holes from test drilling.
6. FC Budget
Concerns have been raised by communities as the budget proposals. The value of the community centre and effects closure would have on community was noted.
7. Maddiston Feast
A community feast would be held on 29th Jan to promote the results of the recent Getting There survey.
8. Edinburgh Airport
A further survey for new flight plans will be undertaken in January 2017.
9. Christmas Concert
This year’s Christmas carol concert will be on 16th December in Maddiston Primary School.
