The Chair welcomed everyone and opened the meeting.
Police Report
There were 65 calls for December which resulted in 6 crime reports being raised. The crimes were 2 vandalism, 1 breach of antisocial order, 1 theft of fuel, 1 domestic assault and 1 assault.
Residents raised queries to PC MacKie regarding road traffic query and issues of speeding at Glendevon drive.
1. Community Safety Initiative
Delivery company agreed on for posting flyers. NS to organise with company for delivery to all households in Maddiston and Rumford.
2. Lantern Workshops
Nadfly will be holding a number of lantern making workshops throughout January in February as part of their art project.
3. Carol Service
The community carol service was held in December. It was a lovely evening with performances from local school children and service taken by Mr Campbell, accompanied by Mrs Hastie on the keyboard.
4. Fire Station
Chair met with head of CVS regarding Fire Station proposals after meetings were held by CVS community officer without inviting CC, who had put a lot of work setting up a company and ring fencing site use under the previous committee. The site has now been ring fenced for community or commercial use in the new LDP.
6. Kings Seat Place
Planning application had been refused by Falkirk Council but has been taken to the Reporter to appeal decision.
7. Haining Planning in Principle
There is an application in principle for 7 houses at the Haining by the Ion Center. No objections or comments were raised by anyone at the meeting.

Residents raised further concerns about the area of water at Glendevon drive. CC advised meeting of previous efforts to resolve this and Green Belt being the land owner that was uncontactable.
Resident raised issue of fly-tipping along Main Road by Valley Park. CC had already contacted Street Cleansing team regarding this issue.
Resident raised concerns of speeding at Glendevon drive, particularly during school times. It was noted there was concern for the crossing patrol at this point. It was queried whether there were appropriate 20 signs before the round about and whether or not speed bumps could be brought further up. CC to contact roads department regarding these issues.

Police Report
No police report was received and no police attendance at this meeting.
Community Safety Report
The Community Safety report shows an increase in issues with dog fouling in the area. The Community Safety team have been spraying poo pink to make it more visible. They will be increasing patrols in the area. If anyone has information regarding those not picking up after their dogs please report to [email protected].
1. Planning Issues
There is a planning request regarding the Persimmon site at Vellore Road. Persimmon are querying why they are being asked to pay towards capacity issues at St Mungo’s School for this site when they have been told that there is no capacity issues according to Children’s Services for a second larger site at Tappernail Farm.
The CC have read through all the documents thoroughly and note that the only changes Persimmon are requesting are to do with the St Mungo’s contributions and no changes to the other contributions in the village. It was also noted that no contribution for St Andrew’s Primary was requested at the time.
CC feels there is nothing to comment on for the application and this is a legal issue to be clarified between FC and Persimmon.
2. Community Council Forum
The Chair attended the Community Council Forum. The subject for this forum was to discuss updating the standing orders for community councils as it has not been updated since the 1970s. It was felt although Community Council’s are statutory bodies, they are not given the weight they should be by FC. The Chair noted that Maddiston CC’s experience with dealing with FC and elected members differed greatly from some others, with some reporting the elected members do not even attend. The Chair also noted that a CC should be about giving a voice to a community and also helping to build a community so it is more than just somewhere to bring complaints to.
3. Lantern Walk
The Nadfly Lantern walk was a huge success. Nearly 400 people turned out on Wednesday night in February to walk around the village with lanterns. The feedback has been overwhelmingly positive with many people visiting parts of the village that they might not otherwise have gone to.
We look forward to the second part of this project with the installation of the permanent way-markers in April.
4. Leaflet Distribution
There were some issues regarding payment to Mr Leaflets which have now been resolved. Awaiting date for distribution.
5. Valley Park
A resident contacted the CC to request that a fence be put up around the playpark in valley park due to a number of dogs running around the park itself and scaring the children. CC to contact Mike Joyce regarding this.
6. Golf Club
Golf club has requested a letter of support for a funding bid. CC happy to supply a letter.
7. Braes High
Braes High sent a feedback request for their communication with groups. CC have filled in relevant responses and will send back.
8. Calor Gas Fund
There is funding available through the Calor Gas fund however due to mains gas going in the village we are unsure of eligibility. CC asked Cllr Hughes if he would be able to confirm if there are any areas in the village not on the mains gas grid.

Cllr Hughes raised a query from a resident regarding the state of the new benches in the park. It was noted that members had only seen them at night during the lantern walk and that nothing seems out of place. Members to go have a look at the bench and see if there are any issues with the installation.

The secretary welcomed everyone and opened the meeting.
Police Report
PC Mackie attended the meeting. There were 82 calls in the last month. This is a significant increase on previous months. A number of these calls were police intelligence.
There were 18 crime reports raised, again a significant increase. These include:

Theft of Motor vehicles
Vandalism X2
Drugs offences (self-generated detections)
Domestic offences
Attempt Housebreaking
Theft by opening lockfast place (shed)
Theft of Fuel (drive off petrol station)
Section 38 Offence
There is an increase in house breaking and car thefts from the Braes area. Police will be looking at increasing resources in the areas.
PC Mackie noted that there is now only one officer for the whole Braes area so to contact community police please use [email protected].

2. Pedal for Scotland
This year’s Pedal for Scotland event will be 8th Sept with the same route through the village as last year. Residents affected by road closures will be notified in advance to ensure alternative arrangements can be made for access during race times.

Police Report
PC Mackie sent his apologies as he’s on leave this week but sent the police report. There were 69 calls in the last month.
There were 11 crime reports raised, again a significant increase. These include:
Knife possession
Threatening behaviour x 2
Possession of class B drugs x 2
Attempted theft
Culpable and reckless conduct
Theft x 3
Wilful fire raising
The chair noted the increase in crimes in the area. It was noted that as mentioned last month, there is only one community office for Upper Braes now. CC to write to police to raise concerns about reducing local community officers and the impact on the area.
Community Safety Report
The Community Safety report shows an increase in issues with dog fouling in the area, including people leaving bins at the path behind the former fire station. As this land is no longer accessible, there will not be a bin there. Dog owners are asked to use the one at the entrance to Valley park or take it home with them. If anyone has information regarding those not picking up after their dogs please report to [email protected].
There is also a large number of reports of motorbikes causing antisocial behaviour.
1. GreenBelt Update
The information the CC held regarding previous attempts to contact Greenbelt regarding the Trench at Glendevon was passed to Angus MacDonald MSP. Chair read out a letter from the MSP to Mr Middleton of Greenbelt. CC awaiting a response.
2. Planning – Anglo Scottish Biosolids Ltd
There is a request to remove a planning constraint on the recycling plant at Craig End Farm near Standburn to allow recycling of materials including biosolids. This is the same site responsible for previous issues including smells plaguing Upper Braes and environmental concern. Maddiston CC and Avonbridge and Standburn CC are urging people to object. A paper objection can be found at the community center, and the link to object online is on the Maddiston CC social media.
It was raised that any signatures collected should also be give to SEPA.
3. Planning – Toravon Manor
There is a pre-application notice for development at Toravon Manor. This is a site on the local development plan. CC await more detail plans. CC to ask to meet with developer and representative from Falkirk Council planning to ensure planning gain is spent in a way that supports the community.
4. Funding
Falkirk Council have given CC grant of £433 for running costs.
5. Insurance and ICO responsibility
Public liability has been taken out with Markel Insurance and standing order has been set up with the Information Commissioners Office.
6. Building Awareness of Community Assets
It has been brought to the attention of the CC that people moving in to the village are not aware of assets, or names of places in the community which stops them getting involved and integrated. It was noted that it may be possible to get information about the area and asset map put in to welcome packs for new builds. CC to look in to this.
9. Monument to a Landscape
The opening ceremony took place at the marker by Maddiston Primary. Very successful project. Member of public noted that they had completed the trail and found new areas of the village that they had not previously been to.
10. Community Safety Leaflet
All leaflets have now been distributed.
11. Traffic Order
Roadworks at Rumford (1 Main Road) between 9:30am and 3:30pm on 8th May.

Police Report
There was no police report this month.
Community Safety Report
The Community Safety report shows an increase in issues with dog fouling and antisocial behaviour. Patrols are being carried out along the Main Street.
1. Ability Net
Simon from Ability Net attended the meeting to discuss the work done by the organisation. The charity side of the organisation helps provide support and resolve IT issues for elderly or disabled people. There is a free phone number that people can call for help. Volunteers are PVG checked, and can visit a person at home to help set up equipment or help with problems.
CC took flyers to distribute and will post digital versions on the social media pages.
2. Planning – Anglo Scottish Biosolids Ltd
405 online objections and 500 written petitions were submitted against this application. Chair attended Standburn and Avonbridge Community Council meeting, which was also attended by MSPs and Councillors. CC’s are frustrated by lack of ability to properly regulate. Mr McCaig planning to attend June’s meeting for Standburn and Avonbridge. Chair to attend on behalf of Maddiston CC.
3. Planning – Toravon Manor
Chair and secretary attended the exhibition by Persimmon. The side is a medium build site so could have 120 houses. Persimmon to arrange a meeting between themselves, K Brown from FC Planning department and Maddiston CC to discuss best use of greenspace contributions from planning gain. It was suggested that improving a link to the canal via parkhall drive would be an option.
4. Public procession
There are two public processions planned for 20/6/19 by Orange Lodge.
5. Welcome Leaflets
CC spoke to Persimmon about getting welcome leaflets into new housing. They agreed that it would be useful. Quote from Bee Copy for £25 for 250 leaflets. It was also suggested that Housing department is contacted to get a copy of the leaflets to new council tenants.
6. Derelict Building
CC contacted Building Standards regarding the former hairdressers building that is in disrepair. They advised that although in disrepair and needing work, it is not in a state where they can take action.
9. Trench
Angus MacDonald MSP forwarded copies of responses from Barratt, Falkirk Council and Greenbelt regarding the trench at Glendevon Drive. All suggested meeting to discuss the issue.
10. Pedal for Scotland
PfS advised that although there will be limited access out of Manor Drive like last year, this years race will not allow any access for people living in the new Vellore Road estate to have access to their estate. Anyone wishing access on the day will have to park outside the route.
11. Foodbank
No referrals can be taken over the summer due to prioritising families during the school holidays.

Before the meeting was opened the treasurer raised the fact that Falkirk Council are long longer paying for auditing of accounts. Concerns were raised by other CC members that this would restrict access to grants and could lead to issues for community councils down the line. It was agreed that a quote should be sought from French and Duncan for auditing the accounts.

Police Report
There were 64 calls to the police which resulted in 17 crime reports. These include domestic related incidents, vandalism (vehicle window), theft from shed (bicycle), theft of fuel, hate crime (neighbour dispute), vandalism (property window), theft (battery), housebreaking with intent (derelict property).
It was noted that a male from the surrounding areas was arrested in connection with previous house breakings earlier this year.
Police noted current issues with attempted break-ins and alarms at the primary school.

It was brought to the CC’s attention that Falkirk Community Trust had tried to remove a number of sites from their portfolio at the June meeting with Falkirk Council. One of these sites is Muiravonside Country Park. The Trust suggest that it should be moved into community ownership. A number of community councils have serious concerns about the fact that this decision was attempted to be made without any public consultations with affected communities. Falkirk Council voted to ensure than no closures or transfers were done without full consultations and Falkirk Community Trust has to report back to the council in September.
Upper Braes CC’s are to work together to ensure that this vital asset is secured for the local people, noting that there are few council or community run facilities for outlying communities and the Trust seem to focus on tourist sites like the Helix over community assets. CC raised issues with community ownership and person liability on volunteers. Preferred option is to ask Falkirk Council to take the park back into Council ownership and work with local communities and community councils to ensure the park is cost neutral to the council. It was noted that the budget for Muiravonside was vastly smaller than other parks such as Callendar park and Helix despite having outgoings for the farm animals.

1. Muiravonside Park
Members of Maddiston CC met with representatives from Standburn & Avonbridge CC to discuss Falkirk Community Trust’s request to Falkirk Council to be able to pass assets to community groups, including Muiravonside Park. It agreed that Upper Braes CC’s will continue to monitor the situation and hope that Falkirk Council to take back the park from FCT as it is a valuable green space community asset.
2. Persimmon Crossing
Maddiston Community Council contacted the planning department regarding the crossing from the Persimmon planning gain. The response was that FC had received the planning gain money, but that a crossing would not be guaranteed and would be decided by Falkirk Council as and when. MCC felt that this did not represent what had been agreed at the meeting in 2017. Cllr Hughes contacted Planning Department on the community’s behalf to ensure that what was agreed in the meeting with Persimmon gets carried out.
3. Abercairny Park
Resident contact the CC to ask about the park being closed. C Hughes informed the meeting that benches have been removed and some issues regarding anti-social behaviour of teens but no immediate closer. It was noted that the park was 30 years old and that due to council finances some parks across Falkirk may have to be removed rather than replaced when they become too old to be safe to play.
4. Community Groups funding
A number of groups have been approached to use up left over funding.
5. MacMillan Coffee Morning
The Salvation Army will be holding a coffee morning in October to raise money for charity. More details to be posted to social media.
6. Christmas Carol Service.
It was agreed that the Christmas Carol Service would take place on December 13th. D.C asked to take service after last year’s lovely community event.
7. Armistice
The Armistice service will take place on Sunday 10th November at the War Memorial. D.C asked to take the service. \

Resident raised issue regarding people moving into the community being able to find places due to lack of signage for park names. It was suggested that
Maddiston CC would contact council regarding getting a similar signpost for the Welfare park to the one that was installed at Valley Park.
Also noted was the 30 speed limit at Vellore road have been extended due to new housebuilding but are not being followed.
Concern from residents regarding flooding at the new Persimmon site and further issues being exacerbated by further house building in that area, particularly on the field directly across from the site.

1. Iain Livingston, Head Teacher of Braes High School
Mr. Livingston spoke to the meeting about the school’s progress and achievements, and also the key priorities for the coming session. Two 6th Year pupils from the school gave an insight into the school and how it supports them in learning and transitioning beyond high school.
2. Community Council Forum
Chair and Secretary attended the Forum at Falkirk Town Hall. The results of the consultation taken at the previous Forum were discussed. It was noted that there was a need to modernise community councils as the average age of a community councillor is 55 which is not representative of the community. Ways of engagement were discussed, including having social media presence.
3. Request for Path Funding
Angus Duncan approached the community council to request the use of funds to continue the improvement of the local path network. The community council were unaware that any funds were remaining in the greenspace monies so have asked for a clarification. If this money is still in the fund, the meeting agreed to support the proposal.
4. FCT Survey
It was been noted that the survey published by Falkirk Council and Falkirk Community Trust regarding community facilities is extremely poor and designed in a way to justify the Trusts views. No option was given to complete the survey if you omit a question and answers were very leading. This was raised by a number of other community councils at the Forum. The sense from communities was that this is a validation exercise and not a proper consultation.
Cllr Hughes said that there would be further consultations, and that the survey was due to lack of time. It is hoped that lessons are learned for future consultations.
5. Fire Station Planning Application
The Reporter has overturned Falkirk Council’s refusal for planning permission for houses on the fire station site. There is concern that communities, even when supported by the local council, do not have a fair right to reply on planning and that despite the push from the Government to give communities more powers, they are still not being listened to.
6. Local Development Plan
The Unresolved Issues report for the LDP2 has been published which includes a number of issues for the Maddiston area regarding housing sites and the location of a growing area on the Welfare Park. The report can be found at http://maddistoncc.weebly.com/planning .

1. Bus Consultation
Chair attended a consultation with Falkirk Council, First Bus and the Bus Users Group regarding buses. Falkirk Council are looking at future planning with public transport and looking to improve transport by creating a dedicated bus route in Camelon between Home Bargains and the Beefeater. Other issues discussed included the Newmarket Street crossing. Falkirk Council are looking at funding options from Scottish Government to improve public transport.
2. Muiravonside Park
Chair and Secretary attended a meeting at Muiravonside regarding the future of the park and also met with Standburn and Avonbridge CC to discuss this. A social media campaign has been launched to get people to make their councillors aware of how important the park is, and also help support the park through fund raising. Queries were raised regarding the text fundraising number and barrier fees and whether they were all going to the park, or being filtered to other areas of the Trust.
3. Bin Collection
The bin collection days have changed with glass and food bins being moved to different days. Concerns raised regarding the lack of information and contradicting information. Residents who don’t have internet access not knowing about the changes and general frustration with residents who want to recycle but can’t keep track of which days of the month each bin gets collected so have stopped recycling. It was noted that other areas collect different bins on a rota on the same day each week and that FC should adopt this rather than having bins collected on 5 separate days.
4. Parking Issues
A resident contacted the CC to raise concerns about parking on the zigzag lines at Parkhall drive when the school is coming out. NS informed room that school is aware and sent out a group message. Also to be brought up at Parent Council meeting at the school.
5. Council Budget
The next CC Forum is 27th December and will be discussing the council budget. Cllr Hughes advised that there may be issues with the normal budget timetable due to the General Election.

Police Report

1. Path network
The paths team have started work on upgrading the second part of the Blackbraes path network at with help from the Greenspace money. Access to the path may be limited at times until the upgrade is complete in February 2020.
2. Muiravonside Park
Flyers have been sent to be printed to encourage people to donate to Muiravonside to help fill the shortfall of funds. Local businesses will be approached to see if they could help. Further events to help raise money will be undertaken in the new year.
3. Waste Services
Waste Services were contacted regarding issues around collections, recycling and fly tipping. CC to invite them to a meeting to discuss ongoing issues around recycling and collections.
4. Planning Appeal
The planning application for change of use of waste processing Craigend Brickworks has been appealed to the Scottish Government as Falkirk Council did not make a decision in a timely manner. CC encourage people to attend the site visit which is likely to be in the new year.
5. Christmas Concert
The Christmas concert will be Friday 13th December in the school, a service will be taken jointly by the Salvation Army and Evangelical Church.

Resident and candidate in the general election raised the possibility of organising hustlings for future elections.
Resident asked for clarification over Abercairny Park. CC reiterated what had been said at the last meeting in regard to the council run parks no longer being insurable due to their age. It was noted that almost all parks in the village are funded through factoring fees and that setting up an resident’s organisation to raise funds and maintain the park is an option.
A local accountant has been found to verify the CC accounts as per the constitution.

The chair welcomed everyone and opened the meeting.
Police Report
There were 35 calls this month. 5 crime reports were raised for theft of motor vehicle(1), Fail to stop or report accident (2), wilful fire raising(2), assault (3).
1. Path network
The paths team have started work on upgrading the second part of the Blackbraes path network at with help from the Greenspace money. Access to the path may be limited at times until the upgrade is complete in February 2020.
2. Muiravonside Park
Flyers have been sent to be printed to encourage people to donate to Muiravonside to help fill the shortfall of funds. Local businesses will be approached to see if they could help. Further events to help raise money will be undertaken in the new year.
